ಮಂಡ್ಯ, ಜ.5: ಪರಿಶಿಷ್ಟ ಜಾತಿಗೆ ಸೇರಿದ ಯುವಕನೋರ್ವನನ್ನು ಪ್ರೀತಿಸಿದ್ದಕ್ಕಾಗಿ ಒಕ್ಕಲಿಗ ಯುವತಿಯೊಬ್ಬಳನ್ನು ಆಕೆಯ ಸಂಬಂಧಿಕರು ಥಳಿಸಿ ಕೊಂದಿದ್ದು, ಬಳಿಕ ನೇಣು ಹಾಕಿದ್ದಾರೆ ಎಂದು ಮಂಡ್ಯದ ಕೊಪ್ಪ ಪೊಲೀಸ್ ಠಾಣೆ ಯಲ್ಲಿ ಯುವಕನ ಕುಟುಂಬ ದೂರು ನೀಡಿದೆ.ಯುವತಿಯನ್ನು ಯುವಕನ ಮನೆಯಲ್ಲೇ ಥಳಿಸಿ ಕೊಂದು ಬಳಿಕ ನೇಣು ಹಾಕಲಾಗಿದೆ. ಈ ಬಗ್ಗೆ ಪೊಲೀಸರಿಗೆ ತಿಳಿಸಿದರೆ, ಅವರು ದೂರು ದಾಖಲಿಸದೆ ಪ್ರಕರಣವನ್ನು ಮುಚ್ಚಿ ಹಾಕಲು ಯತ್ನಿಸಿದ್ದಾರೆ ಎಂದು ದಲಿತ ಯುವಕ ಗೋವಿಂದ ರಾಜು ಎಂಬವನ ಸಹೋದರ ತಿಮ್ಮಪ್ಪ ಕೆ. ಎಂಬವರು ಪೊಲೀಸರಿಗೆ ನೀಡಿದ ದೂರಿನಲ್ಲಿ ತಿಳಿಸಿದ್ದಾರೆ.ಕೊಪ್ಪ ಹೋಬಳಿಯ ಮದ್ದೂರು ತಾಲೂಕಿನ ಅಂಬಲವಾಡಿ ಗ್ರಾಮದ ಪರಿಶಿಷ್ಟ ಜಾತಿಯ ಮಾದಿಗ ಸಮಾಜಕ್ಕೆ ಸೇರಿದ ದೊಡ್ಡ ವೆಂಕಟಾಚಲ ಎಂಬವರ ಪುತ್ರ ಗೋವಿಂದರಾಜು ಯಾನೆ ಗುಂಡ ಎಂಬಾತ ಒಕ್ಕಲಿಗ ಸಮುದಾಯದ ರೈತ ಸೇವಾ ಸಹಕಾರ ಸಂಘದ ಅಧ್ಯಕ್ಷ ಹಾಗೂ ಕೊಪ್ಪ ಜೆಡಿಎಸ್ ಮುಖಂಡ ದವಲನ ರಾಮಕೃಷ್ಣ ಎಂಬವರ ಪುತ್ರಿ ಸುವರ್ಣಾ ಎಂಬಾಕೆಯನ್ನು ಕಳೆದ ಕೆಲವು ವರ್ಷಗಳಿಂದ ಪ್ರೀತಿಸುತ್ತಿದ್ದು, ಇದಕ್ಕೆ ಯುವತಿಯ ಕಡೆಯವರಿಂದ ವಿರೋಧವಿತ್ತೆಂದು ಹೇಳಲಾಗಿದೆ.

ಕಳೆದ ವರ್ಷದ ಆಗಸ್ಟ್ ತಿಂಗಳಿನಲ್ಲಿ ಇವರಿಬ್ಬರು ಪ್ರೀತಿಸುತ್ತಿರುವ ವಿಷಯ ತನ್ನ ಗಮನಕ್ಕೆ ಬಂದಾಗ ತಾನು ಗೋವಿಂದ ರಾಜುಗೆ ಬುದ್ಧಿವಾದ ಹೇಳಿ ಊರು ಬಿಟ್ಟು ಕಳುಹಿಸಿಕೊಟ್ಟಿದ್ದೆ ಎಂದು ಸಹೋದರ ತಿಮ್ಮಪ್ಪ ತಿಳಿಸಿದ್ದಾರೆ. ಆದರೆ ಈ ನಡುವೆ ನವೆಂಬರ್ 6ರಂದು ಸುವರ್ಣಾ ತನ್ನ ತಮ್ಮ ಗೋವಿಂದ ರಾಜುವನ್ನು ಅರಸೀಕೆರೆಗೆ ಕರೆಸಿ ಭೇಟಿಯಾಗಿದ್ದಾರೆಂದು ಹೇಳಲಾಗಿದ್ದು,ಇದನ್ನರಿತ ಸವರ್ಣೀಯರು ಇಬ್ಬರಿಗೂ ಹಿಗ್ಗಾಮುಗ್ಗಾ ಥಳಿಸಿದ್ದು, ದೇವರಾಜು ಎಂಬಾತ ಗೋವಿಂದರಾಜುವನ್ನು ನನ್ನ ಬಳಿ ಬಿಟ್ಟು ನಿನ್ನ ತಮ್ಮನನ್ನು ಮನೆಗೆ ಕರೆದುಕೊಂಡು ಹೋಗು ಎಂದು ಹೇಳಿದ್ದಾನೆ.

ನಾನು ತಮ್ಮನನ್ನು ಮನೆಗೆ ಕರೆತಂದ ಕೆಲವೇ ಹೊತ್ತಿನಲ್ಲಿ ನಮ್ಮ ಮನೆಗೆ ನುಗ್ಗಿದ ಸವರ್ಣೀಯರಾದ ದವಲನ ರಾಮಣ್ಣ, ಆತನ ಮಗ ತಿಮ್ಮೇಶ, ತಿಮ್ಮೇಶ ಬಿನ್ ಪುಟ್ಟತಾಯಮ್ಮ, ಮಲ್ಲೇಶ ಬಿನ್ ಮುಸುರಿ ತಿಮ್ಮಣ್ಣ, ತಿಮ್ಮೇಶನ ಅಕ್ಕನ ಮಗ ಮುರುಗೇಶ, ದವಲನ ಜಯಣ್ಣನ ಮಗ ಹಾಗೂ ಲಕ್ಷ್ಮಿ ಎಂಬಾಕೆಯ ಗಂಡ ಯಾಮ, ಚಿಕ್ಕತಾಯಿ ಎಂಬವರ ಗಂಡ ರವಿ ಮುಂತಾದವರು ನನ್ನ ತಮ್ಮನನ್ನುದ್ದೇಶಿಸಿ ‘‘ಮಾದಿಗ... ಸೂಳೆ ಮಗ... ನಿನಗೆ ಒಕ್ಕಲಿಗ ಹುಡುಗಿಯೇ ಬೇಕಾ ಎಂಬಿತ್ಯಾದಿ ಪದಗಳಿಂದ ನಿಂದಿಸಿ ಜಾತಿ ನಿಂದನೆ ಮಾಡಿ ಹಲ್ಲೆ ನಡೆಸಿದ್ದಲ್ಲದೆ, ತಮ್ಮನನ್ನು ಮನೆಯಿಂದ ಎಳೆದುಕೊಂಡು ಹೋಗಿ ಸುವರ್ಣಾ ಇದ್ದ ಕೊಠಡಿಗೆ ಕೂಡಿ ಹಾಕಿ ಇಬ್ಬರ ಮೇಲೂ ಗಂಭೀರ ಹಲ್ಲೆ ನಡೆಸಿದ್ದಾರೆ ಎಂದು ತಿಮ್ಮಪ್ಪ ಕೆ. ಕೊಪ್ಪ ಪೊಲೀಸ್ ಠಾಣಾ ಸಬ್ ಇನ್ಸ್‌ಪೆಕ್ಟರ್‌ಗೆ ನೀಡಿದ ದೂರಿನಲ್ಲಿ ವಿವರಿಸಿದ್ದಾರೆ.

ದವಲನ ರಾಮಕೃಷ್ಣ ಇವರಿಬ್ಬರನ್ನೂ ನೇಣಿಗೆ ಹಾಕಿ ಎಂದು ಹೇಳಿದ್ದಾನೆ. ಇದಾದ ಕೆಲವೇ ಹೊತ್ತಿನಲ್ಲಿ ದವಲನ ರಾಮಕೃಷ್ಣ ಇತರ ಸವರ್ಣೀಯರಾದ ದವಲನ ರಾಮಣ್ಣ, ಆತನ ಮಗ ತಿಮ್ಮೇಶ, ತಿಮ್ಮೇಶ ಬಿನ್ ಪುಟ್ಟತಾಯಮ್ಮ, ರಾಜು ಬಿನ್ ಲಲ್ಲೇಗೌಡ, ಮಲ್ಲೇಶ ಬಿನ್ ಮುಸುರಿ, ತಿಮ್ಮಣ್ಣ ದವಲನ ಜಯಣ್ಣನ ಮಗ ತಿಮ್ಮೇಶ, ಆತನ ಅಕ್ಕನ ಮಗ ಮುರುಗೇಶ, ಲಕ್ಷ್ಮಿಯ ಗಂಡ ಯಾಮ, ಚಿಕ್ಕತಾಯಿ ಗಂಡ ರವಿ ಎಂಬವರೊಂದಿಗೆ ಸೇರಿ ಸುವರ್ಣಾಳನ್ನು ನನ್ನ ಮನೆಗೆ ಕರೆ ತಂದು ನಮ್ಮ ಮನೆಯಲ್ಲೇ ನೇಣು ಹಾಕಿ ಕೊಲೆ ಮಾಡಿದ್ದಾರೆ. ಈ ಸಂದರ್ಭದಲ್ಲಿ ಪ್ರತಿಭಟಿಸಿದ ನನ್ನ ಹೆಂಡತಿ ತಾಯಮ್ಮ ಮತ್ತು ನನ್ನ ನಾದಿನಿ ಮಂಗಳಮ್ಮ ಎಂಬವರ ಮೇಲೂ ಹಲ್ಲೆ ಮಾಡಿದ್ದಾರೆ ಎಂದು ಅವರು ದೂರಿನಲ್ಲಿ ತಿಳಿಸಿದ್ದಾರೆ.

ಈ ನಡುವೆ ಮಾರಣಾಂತಿಕ ಹಲ್ಲೆಯಿಂದ ತಪ್ಪಿಸಿಕೊಂಡ ಗೋವಿಂದ ರಾಜು ಹೊರಟು ಹೋಗಿದ್ದಾನೆ. ಭಯಭೀತನಾದ ನಾನು ಕೊಪ್ಪ ಪೊಲೀಸ್ ಠಾಣೆಗೆ ತೆರಳಿ ಘಟನೆಯನ್ನು ಪೊಲೀಸರಿಗೆ ವೌಖಿಕವಾಗಿ ವಿವರಿಸಿದ್ದೆ. ತಕ್ಷಣ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕಾದ ಪೊಲೀಸರು ‘‘ಈ ವಿಚಾರ ನೀನು ಯಾರಲ್ಲೂ ಹೇಳಬೇಡ. ಈಗ ನೀನು ತಲೆಮರೆಸಿ ಎಲ್ಲಾದರೂ ಇರು. ನಿನ್ನ ಅಗತ್ಯ ಬಿದ್ದಾಗ ನಾನೇ ನಿನಗೆ ಫೋನ್ ಮಾಡಿ ತಿಳಿಸುತ್ತೇವೆ ಎಂದು ನನ್ನ ಫೋನ್ ನಂಬರ್ ಪಡೆದು ನಿನಗೇನಾದರೂ ತೊಂದರೆಯಾದರೆ ಈ ನಂಬರ್‌ಗೆ ಫೋನ್ ಮಾಡು ಎಂದು 9480804870 ಈ ಮೊಬೈಲ್ ಸಂಖ್ಯೆ ನೀಡಿ ಕಳುಹಿಸಿಕೊಟ್ಟಿದ್ದಾರೆ’’ ಎಂದು ತಿಮ್ಮಪ್ಪ ದೂರಿಕೊಂಡಿದ್ದಾರೆ.

ಈ ಘಟನೆಯಿಂದ ನನ್ನ ಇನ್ನೋರ್ವ ತಮ್ಮ ತಿಮ್ಮೇಶ ಮತ್ತು ತಂದೆ ಜೊತೆ ಊರು ಬಿಟ್ಟು ತಲೆಮರೆಸಿಕೊಂಡಿದ್ದೆವು. ನನ್ನ ತಾಯಿ ಮತ್ತು ನನ್ನ ಪತ್ನಿ ಪೊಲೀಸ್ ರಕ್ಷಣೆಯಲ್ಲೇ ಊರಿನಲ್ಲಿದ್ದರು. ಈ ಮಧ್ಯೆ ನವೆಂಬರ್ 28ರಂದು ಸುವರ್ಣಾಳ ತಂದೆ ದವಲನ ರಾಮಕೃಷ್ಣ ನನ್ನ ತಾಯಿಯ ಮೇಲೆ ಹಲ್ಲೆ ಮಾಡಿ ‘‘ನಿನ್ನ ಸೊಸೆಯನ್ನು ಅತ್ಯಾಚಾರ ಮಾಡುತ್ತೇನೆ’’ ಎಂದು ಬೆದರಿಕೆ ಹಾಕಿದ್ದಾರೆ ಅಂದಿನಿಂದ ನನ್ನ ತಾಯಿ ಮತ್ತು ನನ್ನ ಪತ್ನಿ ಸಹ ಇವರ ಬೆದರಿಕೆಗೆ ಊರು ಬಿಟ್ಟು ತೆರಳಿದ್ದಾರೆ. ಮಾತ್ರವಲ್ಲದೆ, ಘಟನೆಯ ಬಗ್ಗೆ ಯಾರಾದರೂ ಸಾಕ್ಷಿ ಹೇಳಿದರೆ ಅಂತವರ ಮನೆಗೆ ಪೆಟ್ರೋಲ್ ಹಾಕಿ ಬೆಂಕಿಯಿಟ್ಟು ಕೊಂದು ಹಾಕುವುದಾಗಿಯೂ ದವಲನ ರಾಮಕೃಷ್ಣ ಬೆದರಿಕೆ ಹಾಕಿದ್ದು, ಇದರಿಂದಾಗಿ ಯಾರೂ ಸಾಕ್ಷಿ ಹೇಳಲು ಮುಂದೆ ಬರುತ್ತಿಲ್ಲ ಎಂದು ಅವರು ಹೇಳಿದ್ದಾರೆ.

ಗ್ರಾಮ ಪಂಚಾಯತ್ ಸದಸ್ಯನಾಗಿರುವ ನಾನು ಪಂಚಾಯತ್ ಸಭೆಗೆ ಹಾಜರಾದರೆ ಕೊಲೆ ಮಾಡುವುದಾಗಿಯೂ ಆತ ಬೆದರಿಕೆ ಹಾಕಿದ್ದು, ಇದರಿಂದಾಗಿ ನಾನು ಪಂಚಾಯತ್ ಸಭೆಗೂ ಹಾಜರಾಗಿಲ್ಲ. ಘಟನೆಯ ಬಳಿಕ ಸುಮಾರು 60 ಸಾವಿರ ರೂ. ವೌಲ್ಯ ಎತ್ತು ಮತ್ತು ಗಾಡಿಗಳನ್ನು ಬಡೇರ ಕೃಷ್ಣ ಎಂಬವರು ಕಳವು ಮಾಡಿರುವುದಾಗಿಯೂ ಇವರು ಪೊಲೀಸರಿಗೆ ನೀಡಿದ ದೂರಿನಲ್ಲಿ ಆರೋಪಿಸಿದ್ದಾರೆ. ಈ ಘಟನೆಯಿಂದ ಜೀವಭಯಕ್ಕೊಳಗಾಗಿರುವ ನಾನು ಊರು ಬಿಟ್ಟು ಅಲೆಯುತ್ತಿದ್ದು, ನಾನು ಬೆಳೆದಿರುವ ಭತ್ತ, ಕಬ್ಬು ಕಟಾವು ಮಾಡಲು ಊರಿಗೆ ತೆರಳಬೇಕಾಗಿದ್ದು, ನನಗೆ ಜೀವ ಭಯ ಇದೆ.

ನನ್ನ ಹೆಂಡತಿ, ತಾಯಿ, ತಮ್ಮನ ಮೇಲೆ ಹಲ್ಲೆ ನಡೆಸಿ ಜಾತಿ ನಿಂದನೆ ಮಾಡಿ ಬೆದರಿಕೆಯೊಡ್ಡಿದ ಹಾಗೂ ಸುವರ್ಣಾಳನ್ನು ನೇಣು ಹಾಕಿ ಕೊಲೆ ಮಾಡಿರುವ ಆರೋಪಿಗಳ ಮೇಲೆ ಸೂಕ್ತ ಕಾನೂನು ಕ್ರಮ ಕೈಗೊಂಡು ನ್ಯಾಯ ಒದಗಿಸುವಂತೆ ಮತ್ತು ಭದ್ರತೆ ನೀಡುವಂತೆ ಅವರು ಪೊಲೀಸ್ ಇಲಾಖೆಯನ್ನು ಮನವಿ ಮಾಡಿದ್ದಾರೆ.

‘Atrocities against dalits haven’t stopped’

Mysore, April 5, DHNS Expressing disappointment at group clashes that occurred at Alagudu in T Narsipur Taluk recently, MLA V Srinivasa Prasad bemoaned that atrocities against Dalits hadn’t stopped as yet. He was speaking at the 104th birth anniversary celebrations of Babu Jagjivanram organised jointly by the Babu Jagjivanram Research and Extension Centre and Scheduled Caste/ Scheduled Tribe Special Unit at the EMMRC auditorium, here on Tuesday. Questioning the crime committed by dalits at Alagudu, Prasad bewailed that dalits were treated in the most inhuman manner. He said that even though we are in the 21st century, dalits are still ill-treated. He said that Babu Jagjivanram had immense concern about marginalised sections of the society. Commending the late leader for his administrative skills, Prasad said that Jagjivanram had performed exceedingly well in his duties during his tenure at various ministries. Prasad said: “It is very important for the University of Mysore to translate the work of Babu Jagjivanram into Kannada.” He commended the  Babu Jagjivanram Research and Extension Centre for bringing out a book on the challenges faced by the caste system in the country. Addressing the audience, litterateur Prof De Javaregowda said that all mutts in the State are keeping the caste system alive for their personal interests. He said that even now the country is facing problems such as casteism and untouchability. Mentioning that the oppressed classes should be given education, he warned the audience against falling into the trap of a few seers who visited Dalit localities, but avoided eating at the houses of people belonging to the caste classified as ‘lower’ according to them. Prasad released the book ‘Challenges of the caste system in India’, written by Prof T Y Bhoothaiaya and Prof Gowramma. Prasaranga Director Prof C Naganna, former vice chancellor Prof O Anantharamaiah, former MLA C Ramesh, Vice Chancellor Prof V G Talawar, Registrar (Evaluation) B Ramu and centre Director Prof Myla Halli Revanna and others were present.

Police open fire in caste clash in Madurai district; three injured

Three persons were seriously injured when police opened fire in a village in Kallupatti Taluk, about 40 km from Madurai following clashes between two communities, authorities said today.

Police said the clash in Villoor village, in which 100 people were arrested yesterday, ensued after people belonging to the dominant community had seized the two-wheeler of Thanga Pandian, a Dalit resident of the village who had rode through the street where members of the dominant community resided.

The members of the dominant community had banned the Dalits, living in the neighbouring street, from riding on two wheelers or wearing slippers while walking in their street, police said.

Five persons of the dominant community were arrested in connection with the seizure of Mr. Thanga Pandian’s vehicle.

However, even as the Madurai SP Asra Garg was holding peace talks at the police station with the local people belonging to both the communities, people belonging to dominant community pelted stones, demanding the release of the five arrested persons, injuring some policemen, officials said.

The cars of the SP and DSPs were also damaged in the stone pelting, they said.

When the two groups clashed again, the situation “went out of control” and the efforts of the police to quell the violence by lathi charge and deploying tear gas shells were in vain, they said.

The police subsequently opened fire, in which three were seriously injured and 15 others suffered minor injuries, they said. Hundred persons were also arrested, they said.

SP Asra Garg today warned that severe action would be taken against those committing atrocities against Dalits.

The situation is under control at Villoor village after police has been deployed, officials said.

Set up special courts for Dalit cases: Wasnik

Shimla, April 29 (IANS) States should set up special courts to try cases related to atrocities on Dalits, union Minister for Social Justice and Empowerment Mukul Wasnik said Friday. He said a large number of cases were pending in Punjab, Haryana and Himachal Pradesh. In Himachal Pradesh, he said, of 698 cases registered between 2007 and 2009, there was convictions only in 18 cases and 120 acquittals. 

"As many as 533 cases are still pending in various courts. This means 76.4 percent of the cases are pending," Wasnik told reporters here. In Haryana, of 2,349 cases, there had been convictions in 110 cases, 501 acquittals and 1,736 cases were pending in courts.

ತುಮಕೂರು, ಜೂ.30: ಚಿಕ್ಕನಾಯಕನ ಹಳ್ಳಿ ತಾಲೂಕು ಗೋಪಾಲಪುರದಲ್ಲಿ ದಲಿತ ಮಹಿಳೆಯನ್ನು ಗ್ರಾಮಸ್ಥರು ಸೇರಿ ಕಲ್ಲಿನಿಂದ ಹೊಡೆದು ಕೊಲೆ ಮಾಡಿರುವ ಘಟನೆಯನ್ನು ಖಂಡಿಸಿ ಮಾದಿಗ ದಂಡೋರದ ನೇತೃತ್ವದಲ್ಲಿ ಹತ್ತಾರು ದಲಿತ ಸಂಘಟನೆಗಳು ಇಂದು ನಗರದ ಟೌನ್‌ಹಾಲ್ ವೃತ್ತದಲ್ಲಿ ಪ್ರತಿಭಟನೆ ನಡೆಸಿದವು.

ಅಂತರಜಾತಿಯ ವಿವಾಹವಾಗಿದ್ದ ದಲಿತ ಮಹಿಳೆ ಹೊನ್ನಮ್ಮಳ ಕೊಲೆ ಪ್ರಕರಣಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ಕಾಟಾಚಾರಕ್ಕೆ ಕೂಲಿಗಾಗಿ ಬಂದಿದ್ದ ಚೆನ್ನರಾಯಪಟ್ಟಣದ ವ್ಯಕ್ತಿಗಳನ್ನು ಬಂಧಿಸಿರುವುದು ಸರಿಯಾದ ಕ್ರಮವಲ್ಲ. ಇದೊಂದು ಕಣ್ಣೊರೆಸುವ ತಂತ್ರವಾಗಿದೆ. ಕೂಡಲೇ ನಿಜವಾದ ಆರೋಪಿಗಳನ್ನು ಬಂಧಿಸಬೇಕು ಹಾಗೂ ಮೃತ ಮಹಿಳೆಯ ಕುಟುಂಬಕ್ಕೆ 5 ಲಕ್ಷ ರೂ. ಪರಿಹಾರ ವಿತರಿಸಬೇಕು. ತನಗೆ ಜೀವ ಭಯವಿದೆ ಎಂದು ಪೊಲೀಸರಿಗೆ ದೂರು ನೀಡಿದ್ದರೂ ಅದನ್ನು ನಿರ್ಲಕ್ಷಿಸಿ ಮಹಿಳೆಯ ಕೊಲೆಗೆ ಪರೋಕ್ಷವಾಗಿ ಕಾರಣರಾದ ಪೊಲೀಸರ ವಿರುದ್ಧವೂ ಎಫ್‌ಐಆರ್ ದಾಖಲಿಸಬೇಕೆಂದು ಪ್ರತಿಭಟನೆಯಲ್ಲಿ ದಲಿತ ಮುಖಂಡರು ಒತ್ತಾಯಿಸಿದರು.

ರಾಜ್ಯದಲ್ಲಿ ಬಿಜೆಪಿ ಸರಕಾರ ಅಧಿಕಾರಕ್ಕೆ ಬಂದ ನಂತರ ನಿರಂತರವಾಗಿ ದಲಿತರ ಮೇಲೆ ಹಲ್ಲೆ, ದೌರ್ಜನ್ಯ, ದಲಿತ ಮಹಿಳೆಯರ ಮೇಲೆ ಅತ್ಯಾ ಚಾರ ಪ್ರಕರಣಗಳು ನಡೆಯುತ್ತಿವೆ. ಚಿತ್ರದುರ್ಗದಲ್ಲಿ ದಲಿತ ಮಹಿಳೆಯ ಬೆತ್ತಲೆ ಮೆರವಣಿಗೆ ಪ್ರಕರಣ, ಕೊಪ್ಪಳದಲ್ಲಿ ದಲಿತ ಮಹಿಳೆಯ ಮೇಲೆ ಅತ್ಯಾಚಾರ ಸೇರಿದಂತೆ ಪ್ರತಿನಿತ್ಯ ದಲಿತರು ಮತ್ತು ದಲಿತ ಮಹಿಳೆಯರ ಮೇಲೆ ದೌರ್ಜನ್ಯ ಪ್ರಕರಣಗಳು ವರದಿಯಾಗುತ್ತಿದ್ದು, ಪ್ರತಿ ಘಟನೆ ಯಲ್ಲಿಯೂ ಪೊಲೀಸರ ವೈಫಲ್ಯ ಎದ್ದು ಕಾಣುತ್ತಿದ್ದು, ಈ ಬಗ್ಗೆ ಇಲಾಖೆ ಸೂಕ್ತ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕೆಂದು ಒತ್ತಾಯಿಸಿದರು.

ಕೆಲ ಕಾಲ ಟೌನ್‌ಹಾಲ್ ವೃತ್ತದಲ್ಲಿ ಮಾನವ ಸರಪಳಿ ನಿರ್ಮಿಸುವ ಮೂಲಕ ಘಟನೆಯನ್ನು ಖಂಡಿಸಲಾಯಿತು. ಪ್ರತಿಭಟನೆಯಲ್ಲಿ ಮಾದಿಗ ದಂಡೋರದ ಪಾವಗಡ ಶ್ರೀರಾವ್, ಬರಹಗಾರ ಚೇಳೂರು ವೆಂಕಟೇಶ್, ಜಿಲ್ಲಾ ಕಾಂಗ್ರೆಸ್ ಎಸ್‌ಸಿ ಸೆಲ್ ಅಧ್ಯಕ್ಷ ರಾಮಕೃಷ್ಣ, ಮಾದಿಗ ದಂಡೋರ ಮಹಿಳಾ ಅಧ್ಯಕ್ಷೆ ಲಕ್ಷೀದೇವಮ್ಮ, ಜಯಮ್ಮ, ರಾಘವೇಂದ್ರಸ್ವಾಮಿ, ಚಂದ್ರಣ್ಣ, ಕುಮಾರ್ ಮಾದರ್, ಬಾನುಪ್ರಕಾಶ್, ಕೆಂಪರಾಜು, ಹೆಬ್ಬಾಕ ರಮೇಶ್ ಸೇರಿದಂತೆ ನೂರಾರು ಜನ ಭಾಗವಹಿಸಿದ್ದರು.

Bhujavalli : Five hurt in group clash near Maddur

Five persons belonging to the Scheduled Castes sustained injuries and their houses were damaged by a group belonging to Upper Caste in a group clash during Yarahalli Jathra festival at Bhujavalli near Maddur town. Prathap, Shivaraj, Kullamma, Nagendra and Gowramma are the injured.

They have been admitted to Government Hospital in the Town after the first-aid at Bharathinagar Government Hospital. Tension prevailed in the village after the incident. Police have deployed additional forces to prevent any untoward incidents. The injured have named Guru, Manu, Nagaraju, Shiva, Puttaswamy and Devaraj as accused.A group of belonged to the Upper Caste allegedly prevented a few a dalits from dancing at the jathra. This triggered verbal duel among he two communities.

Crime against Dalits high in land of khap panchyats

Crime against Dalits has been on the higher side in the land of khap panchayats and is showing no signs of abating.

There have been 40 murders, 179 rapes and 107 cases of kidnapping and abduction registered under the head ‘Crime Against Scheduled Castes’ in Haryana from 2005 to 2009, as per National Crime Records Bureau (NCRB)’s recent report. In the same period, there have been 424 cases registered under SC/ST Prevention of Atrocities Act, 212 cases of hurt and 10 cases of arson.

Among the well known cases are Mirchpur, where a 70-year-old man and his handicapped daughter were torched to death on April 21 last year, Jhajjar (where five Dalits were lynched in 2002) and Gohana (where about 50 houses of Dalits were burnt).

In 2005, a total of 288 cases were registered as crimes against Dalits; in 2006 the number was 283; in 2007 it was 227. But in 2008, it jumped to 341 and in 2009 to 303.

Haryana, with a total of 1442 incidents, is also quite ahead of its neighbouring states, with Punjab at 710, Uttarakhand at 338, Himachal Pradesh at 397 and Jammu and Kashmir at 5, in the 2005-2009 period.

At the National Commission of Scheduled Castes’ (NCSC) office in Chandigarh , the record of the state is poor as well. It received 837 complaints from the period 2006-07 to 2010-2011(till date). The maximum (517) among them are connected to atrocities. There are 172 complaints about being discriminated in service matters and 25 about land matters, in the same period.

“If Dalits are alienated from the mainstream, the nation will suffer. In Haryana, whether it is Om Prakash Chautala or Bhupinder Singh Hooda, they want Jat votes. They are afraid of a clash and have natural sympathy with them. Earlier also ( in 2002), five Dalits were lynched in Jhajjar in Haryana for allegedly skinning a cow. In Haryana, Dalits are treated worse than animals,” said Dr Udit Raj, President of Indian Justice Party. He had organised conversions in Gurgaon on October 27, 2002 in response to the Jhajjar lynchings.

“It is a terrorism of Jat community. We are being threatened. In my farm house 135 Dalit families are staying after leaving Mirchpur. The government is also threatening me that the farm house is illegal. The children of families were given admissions only after a lot of hue and cry. Today, I was arrested by the police because they fear I would spoil the peace in the area on April 21. The Dalits gheraoed the SP of Hisar and then I was released,” said Ved Pal Tanwar, President, Non-Jat Organisation, who claims to represent 35 communities other than Jats.

Prof Ronki Ram, a social scientist from Panjab University, said, “The economic position in the regions of Haryana is changing fast. Expectations of people are rising. The lower castes are asserting but the dominant community is not giving them space, which is leading to conflict.”

ಮಂಡ್ಯ, ಎ.22: ಮದ್ದೂರು ತಾಲೂಕು ಬುಜವಳ್ಳಿ ಗ್ರಾಮದಲ್ಲಿ ದಲಿತರ ಮೇಲೆ ನಡೆದ ಹಲ್ಲೆಯನ್ನು ಖಂಡಿಸಿರುವ ಕರ್ನಾಟಕ ರಾಜ್ಯ ದಲಿತ ಸಂಘರ್ಷ ಸಮಿತಿ ಮುಖಂಡ ಎಂ.ಬಿ.ಶ್ರೀನಿವಾಸ್, ಜಿಲ್ಲಾ ಸಂಘಟನಾ ಸಂಚಾಲಕರಾದ ಎಂ.ವಿ.ಕೃಷ್ಣ, ಎಂ.ಟಿ.ತಿಮ್ಮಯ್ಯ, ಆರೋಪಿಗಳನ್ನು ಬಂಧಿಸಿ ಕಾನೂನು ಕ್ರಮ ಜರಗಿಸಲು ಆಗ್ರಹಿಸಿದ್ದಾರೆ.ಹಲ್ಲೆ ಆರೋಪಿಗಳ ವಿರುದ್ಧ ಕಾನೂನು ಕ್ರಮ ಜರಗಿಸಿ ಅವರ ಆಸ್ತಿ-ಪಾಸ್ತಿಯನ್ನು ಸರಕಾರ ಮುಟ್ಟುಗೋಲು ಹಾಕಿಕೊಳ್ಳಬೇಕು. ಹಲ್ಲೆಗೊಳದಾಗ ಕುಟುಂಬಕ್ಕೆ ತಲಾ 50 ಸಾವಿರ ರೂ.ಪರಿಹಾರ, ದಲಿತರಿಗೆ ರಕ್ಷಣೆ ನೀಡಬೇಕು. ತಪ್ಪಿದಲ್ಲಿ ನ್ಯಾಯ ಸಿಗುವವರೆಗೂ ಹೋರಾಟ ನಡೆಸಲಾಗುವುದು ಎಂದು ಎಚ್ಚರಿಸಿದ್ದಾರೆ.

ಗ್ರಾಮದಲ್ಲಿ ಸುಮಾರು 40 ವರ್ಷದಿಂದ ವಾಸಿಸುತ್ತಿರುವ ಪರಿಶಿಷ್ಟ ಜನಾಂಗದ ಕುಟುಂಬಗಳನ್ನು ಒಕ್ಕಲೆಬ್ಬಿಸಲು ಈ ರೀತಿಯ ದೌರ್ಜನ್ಯ ಎಸಗಲಾಗಿದೆ ಎಂದು ಆರೋಪಿಸಿರುವ ಅವರು, ಪರಿಶಿಷ್ಟರನ್ನು ಒಕ್ಕಲೆಬ್ಬಿಸದೆ ಸದರಿ ಜಾಗವನ್ನು ಖಾಯಂಗೊಳಿಸಿ ಹಕ್ಕುಪತ್ರ ನೀಡಬೇಕು ಎಂದು ಅವರು ಒತ್ತಾಯಿಸಿದ್ದಾರೆ.

ಜಿಲ್ಲಾ ಶೋಷಿತ ವರ್ಗಗಳ ಒಕ್ಕೂಟದ ಅಧ್ಯಕ್ಷ ಎಸ್.ಪುಟ್ಟಂಕಯ್ಯ ಹೇಳಿಕೆ ನೀಡಿದ್ದು, ಕೃತ್ಯವನ್ನು ಖಂಡಿಸಿದ್ದಾರೆ. ಇದು ಪ್ರಜಾಪ್ರಭುತ್ವದ ಮೇಲಿನ ಹಲ್ಲೆಯಾಗಿದೆ. 21ನೆ ಶತಮಾನದಲ್ಲೂ ಇಂತಹ ಹೀನ ಕೃತ್ಯ ನಡೆಯುತ್ತಿರುವುದಕ್ಕೆ ಅವರು ವಿಷಾದಿಸಿದ್ದು, ಆರೋಪಿಗಳ ಬಂಧನಕ್ಕೆ ಆಗ್ರಹಿಸಿದ್ದಾರೆ.

Calling Dalit by caste an offence: Supreme Court

Calling a Dalit by his caste with a view to insulting him or her is an offence under Scheduled Castes and Scheduled Tribes (Prevention of Atrocities Act), the Supreme Court has ruled, upholding the conviction of two persons in Tamil Nadu.

o deplored the "two tumbler" practice prevalant in the state and asked the government to rid the menace, failing which it said the police and administrative officers concerned shall be liable for prosecution under the Act.

In some parts of the state, there is a practice of serving food and beverages in separate tumblers for members of the Dalit and other castes.

The accused Arumugam Servai and Ajit Kumar, who belonged to the 'servai" bacward caste community, were convicted by the sessions judge Madurai for calling the Dalits Panneerselvam and Mahamani by their caste "pallan" and assaulting them.

"The word ‘pallan’ no doubt denotes a specific caste, but it is also a word used in a derogatory sense to insult someone (just as in North India the word ‘chamar’ denotes a specific caste but it is also used in a derogatory sense to insult someone).

"Even calling a person a ‘pallan’, if used with the intent to insult a member of the Scheduled Caste, is, in our opinion, an offence under Section 3(1)(x) of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities Act), 1989," Justice Katju writing the judgement said.
