`ದಸಂಸ ನಡಿಗೆ ಹಳ್ಳಿಯೆಡೆಗೆ' ಜಾಥಾಗೆ ಬೀಳ್ಕೊಡುಗೆ

ಸಮಿತಿ ಎಂದರೆ ಚಳವಳಿಗಳ ತಾಯಿ. ಅದು
ಎಲ್ಲಾ ಬಗೆಯ ಚಳವಳಿಗಳು ಹಾಗೂ
ಆಂದೋಲನಗಳಿಗೆ ತಾಯಿ ಬೇರು ಇದ್ದಂತೆ
ಎಂದು ರಾಜ್ಯ ಸಂಪನ್ಮೂಲ ವ್ಯಕ್ತಿ ಬಸವರಾಜು
ದೇವನೂರು ಬಣ್ಣಿಸಿದರು.

ಏರ್ಪಡಿಸಿದ್ದ ದಲಿತ ಸಂಂಘಂಷಂಜ ಸಮಿತಿ
ಮೂಲ ಆಶಯಗಳ ಪುನರುತ್ಥಾನ ಹಾಗೂ
ದಲಿತರ ಸಂವಿಧಾನಬದ್ಧ ಹಕ್ಕುಗಳ ಸಂರ
ಕ್ಷಣೆಗಾಗಿ ದಸಂಸ ಹಮ್ಮಿಕೊಂಡಿರುವ `ದಸಂಸ
ನಡಿಗೆ ಹಳ್ಳಿಯೆಡೆಗೆ, ಜನ ಜಾಗೃತಿ ಜಾಥಾದ
ಬೀಳ್ಕೊಡುಗೆ ಸಮಾರಂಭವನ್ನು ಉದ್ಘಾಟಿಸಿ
ಅವರು ಮಾತನಾಡಿದರು.
ಭದ್ರಾವತಿಯ ಉಕ್ಕಿನ ಪ್ರದೇಶದಲ್ಲಿ ಜನ್ಮ
ತಾಳಿದ ದಲಿತ ಸಂಂಘಂಷಂಜ ಸಮಿತಿ ಡಾ.ಬಿ.
ಆರ್.ಅಂಬೇಡ್ಕರ್ ಅವರ ಆದರ್ಶ ಹಾಗೂ
ತತ್ವಗಳ ಹಾದಿಯಲ್ಲಿ ಮುನ್ನಡೆಯುತ್ತಿದೆ.
ಅಲ್ಲದೇ ರೈತ ಚಳವಳಿ, ಕಾಮರ್ಿಕ ಚಳವಳಿ,
ವಿದ್ಯಾಥರ್ಿ ಚಳವಳಿ, ಮಹಿಳಾ ಚಳವಳಿ,
ಬಂಡಾಯ ಚಳವಳಿ ಸೇರಿದಂತೆ ಇನ್ನಿತರ
ಚಳವಳಿಗಳ ಹುಟ್ಟಿಗೆ ದಸಂಸ ಕಾರಣವಾಯಿತು.
ಜೊತೆಗೆ ದಲಿತರ ಮೇಲೆ ದಬ್ಬಾಳಿಕೆ ಮಾಡು
ತ್ತಿರುವವರ ವಿರುದ್ಧ ಹೋರಾಟ ಮಾಡುತ್ತಾ,
ದೌರ್ಜನ್ಯಕ್ಕೆ ಒಳಗಾದ ದಲಿತರಿಗೆ ರಕ್ಷಣೆ
ನೀಡುವಲ್ಲಿ ದಸಂಸ ಮುನ್ನುಗ್ಗುತ್ತಿದೆ ಎಂದು
ಹೇಳಿದರು.
ಇತ್ತೀಚಿನ ದಿನಗಳಲ್ಲಿ ದಲಿತ ಜನಾಂಗ
ದವರು ವಿವಿಧ ರಾಜಕೀಯ ಪಕ್ಷಗಳು ಹಾಗೂ
ವಿವಿಧ ಸಂಘ ಸಂಸ್ಥೆಗಳಲ್ಲಿ ಹಂಚಿ ಹೋಗಿ
ದ್ದಾರೆ. ಇದರಿಂದ ದಲಿತ ಸಮುದಾಯದಲ್ಲಿ
ಒಗ್ಗಟ್ಟು ಇಲ್ಲದಂತಾಗಿದೆ. ಪರಿಣಾಮ ಪ್ರತಿ
ದಿನ ವಿವಿಧ ಪ್ರದೇಶಗಳಲ್ಲಿ ದಲಿತರ ಮೇಲಿನ
ದೌರ್ಜನ್ಯಗಳು ಪದೇ ಪದೇ ಸಂಭವಿಸುತ್ತಿವೆ.
ಹೀಗಾಗಿ ದಲಿತ ಜನಾಂಗದವರು ಡಾ.ಬಿ.
ಆರ್.ಅಂಬೇಡ್ಕರ್ ಅವರ ಆದರ್ಶ-ತತ್ವಗ
ಳನ್ನು ಜೀವನದಲ್ಲಿ ಅಳವಡಿಸಿಕೊಂಡು ಒಗ್ಗ
ಟ್ಟಿನ ಮನೋಭಾವ ಬೆಳೆಸಿಕೊಳ್ಳಬೇಕಿದೆ.
ಆಗ ಮಾತ್ರ ದಲಿತರ ಮೇಲಿನ ದೌರ್ಜನ್ಯ
ಪ್ರಕರಣಗಳು ಕಡಿಮೆಯಾಗುತ್ತವೆ ಎಂದು
ಹೇಳಿದರು.

ಮೈಸೂರು, ಡಿ.6: ಪ್ರಜಾಪ್ರಭುತ್ವ ವ್ಯವಸ್ಥೆಯಲ್ಲಿ ಉಲ್ಬಣಿಸುತ್ತಿರುವ ಅಸಮಾನತೆ, ಅಸ್ಪಶತೆಯ ತಾತ್ಸಾರ ದಂತಹ ಸಮಸ್ಯೆಗಳನ್ನು ಹೋಗಲಾಡಿಸಿ, ಸಂವಿಧಾನದ ಆಶಯಗಳನ್ನು ಸಮರ್ಪಕ ಅನುಷ್ಠಾನಕ್ಕೆ ಒತ್ತಡ ಹೇರುವ ಜತೆಗೆ, ಛಿದ್ರಗೊಳ್ಳುತ್ತಿರುವ ದಲಿತ ಸಮುದಾ ಯವನ್ನು ಸಂಘಟಿಸಿ, ಸಮಾಜಮುಖಿಯನ್ನಾಗಿಸಲು ದಲಿತ ಸಂಘರ್ಷ ಸಮಿತಿ ರಾಜ್ಯಾದ್ಯಂತ ಹಮ್ಮಿಕೊಂಡಿ ರುವ ಜನ ಜಾಗೃತಿ ಜಾಥಾಕ್ಕೆ ಮಂಗಳವಾರ ನಗರದಲ್ಲಿ ಚಾಲನೆ ದೊರೆಯಿತು.


ದಸಂಸ ಮೂಲ ಆಶಯಗಳ ಪುನರುತ್ಥಾನ ಹಾಗೂ ದಲಿತರ ಸಂವಿಧಾನ ಬದ್ಧ ಹಕ್ಕು ಸಂರಕ್ಷಣೆ ಎಂಬ ಧ್ಯೇಯದೊಂದಿಗೆ ‘ಮರಳಿ ಹಳ್ಳಿ ಕಡೆಗೆ-ದಸಂಸ ನಡಿಗೆ’ ಎಂಬ ಹೆಸರಿನಲ್ಲಿ ದಲಿತ ಸಂಘರ್ಷ ಸಮಿ ತಿಯು ಮಂಗಳವಾರದಿಂದ 2012 ಜನವರಿ 26ರ ವರೆಗೆ ರಾಜ್ಯಾದ್ಯಂತ ಜನ ಜಾಗೃತಿ ಜಾಥಾ ನಡೆಸ ಲಿದ್ದು, ಇಂದು ಬೆಳಗ್ಗೆ ಪುರಭವನ ಆವರಣದಿಂದ ಪ್ರಾರಂಭಗೊಂಡ ಜಾಥಾಕ್ಕೆ ದಸಂಸ ಪೋಷಕಿ ಹಾಗೂ ಮೈಸೂರು ವಿವಿ ಸಿಂಡಿಕೇಟ್ ಸದಸ್ಯೆ ಪ್ರೊ.ಸುಮಿತ್ರಾ ಬಾಯಿ ಹಸಿರು ನಿಶಾನೆ ತೋರುವ ಮೂಲಕ ಚಾಲನೆ ನೀಡಿದರು.


ವಿವಿಧ ಶಾಲೆ-ಕಾಲೇಜು ವಿದ್ಯಾರ್ಥಿಗಳು ಸೇರಿ ದಂತೆ ನೂರಾರು ಸಂಖ್ಯೆಯಲ್ಲಿ ಪಾಲ್ಗೊಂಡಿದ್ದ ದಲಿತ ಜನಾಂಗದ ಮುಖಂಡರು, ಜಾಥಾ ಉದ್ದಕ್ಕೂ ಅಂಬೇಡ್ಕರ್ ಅವರ ಸಂದೇಶಗಳನ್ನು ಒಳಗೊಂಡ ನಾಮಫಲಕ ಪ್ರದರ್ಶಿಸಿದರು. ಅಲ್ಲದೆ ದೀನ-ದಲಿತರ ಅಭಿವೃದ್ಧಿಗೆ ಸರಕಾರ ವಿಶೇಷ ಕಾಳಜಿ ವಹಿಸಬೇಕು. ಸವರ್ಣೀಯರಿಂದ ಆಗುತ್ತಿರುವ ಸಾಮಾಜಿಕ ಬಹಿಷ್ಕಾರ, ದೈಹಿಕ ಮತ್ತು ಮಾನಸಿಕ ಹಲ್ಲೆಗಳನ್ನು ತಡೆಗಟ್ಟಬೇಕು. ದಲಿತರೂ ಈ ಸಮಾಜದಲ್ಲಿ ಮನುಷ್ಯರಾಗಿ ಬದುಕಲು ಅವಕಾಶ ಮಾಡಿಕೊಡ ಬೇಕು ನಾಮಫಲಕಗಳ ಪ್ರದರ್ಶನ ಸಾರ್ವಜನಿಕರ ಮನದಟ್ಟುವಂತಿತ್ತು.


ನಿತ್ಯ ಎರಡು ಅಥವಾ ಮೂರು ತಾಲೂಕುಗಳಿಗೆ ಭೇಟಿ ನೀಡುವ ಜಾಥಾ, ಸ್ಥಳೀಯರೊಂದಿಗೆ ಸಭೆ ನಡೆಸುವುದಲ್ಲದೆ ಸಂವಿಧಾನಬದ್ಧ ಹಕ್ಕುಗಳು ಸಮರ್ಪ ಕವಾಗಿ ಅನುಷ್ಠಾನಗೊಳ್ಳಲು ದಲಿತರು ವಹಿಸಬೇಕಾ ಗಿರುವ ಕಾಳಜಿ ಹಾಗೂ ಸರಕಾರದಿಂದ ದೊರೆಯುವ ಸವಲತ್ತುಗಳನ್ನು ಸಮರ್ಪಕವಾಗಿ ಬಳಸಿಕೊಳ್ಳಲು ಪಡಬೇಕಾಗಿರುವ ಶ್ರಮದ ಬಗ್ಗೆ ಚರ್ಚೆ ಹಾಗೂ ಉಪನ್ಯಾಸದ ಮೂಲಕ ಅರಿವು ಮೂಡಿಸಲಾಗುತ್ತದೆ ಎಂದು ದಸಂಸ ಮೈಸೂರು ಜಿಲ್ಲಾ ಸಂಚಾಲಕ ದೇವಗಳ್ಳಿ ಸೋಮಶೇಖರ್ ವಿವರಿಸಿದರು.


ಜಾಥಾದಲ್ಲಿ ದಸಂಸ ರಾಜ್ಯ ಸಂಚಾಲಕ ಗುರುಪ್ರಸಾದ್ ಕೆರಗೂಡು, ಚಿಂತಕ ಪ್ರೊ.ಹಿ.ಶಿ. ರಾಮಚಂದ್ರೇಗೌಡ, ಕವಿ ಪ್ರೊ.ಎಚ್.ಗೋವಿಂದಯ್ಯ, ರಂಗನಿರ್ದೇಶಕ ಎಚ್.ಜನಾರ್ದನ (ಜನ್ನ್ನಿ), ದಸಂಸ ಹಿರಿಯ ನಾಯಕ ಹರಿಹರ ಆನಂದಸ್ವಾಮಿ ಅತಿಥಿಯಾಗಿ ಪಾಲ್ಗೊಂಡಿದ್ದರು.

ಮಂಡ್ಯ,ಅ.30:ಕೋಲಾರದ ಕೆ.ಜಿ.ಎಫ್‌.ನಲ್ಲಿ ಮಲತೆಗೆಯುತ್ತಿದ್ದ ಮೂವರು ಕಾರ್ಮಿಕರ ಸಾವಿನ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ನಗರಾಭಿವೃದ್ಧಿ ಸಚಿವ ಸುರೇಶ್‌ಕುವಾರ್ ರಾಜೀನಾಮೆ ನೀಡಬೇಕೆಂದು ಆಗ್ರಹಿಸಿ ಕರ್ನಾಟ ದಲಿತ ಸಂರ್ಷ ಸಮಿತಿ ಶನಿವಾರ ನಗರದಲ್ಲಿ ಪ್ರತಿಭಟನೆ ನಡೆಸಿತು.ಸಮಿತಿ ರಾಜ್ಯ ಸಂಚಾಲಕ ವೆಂಕಟಗಿರಿಯಯ್ಯರ ನೇತೃತ್ವದಲ್ಲಿ ಜಿಲ್ಲಾಧಿಕಾರಿ ಕಚೇರಿ ಎದುರು ಪ್ರತಿಭಟನೆ ನಡೆಸಿದ ಕಾರ್ಯಕರ್ತರು, ಸರಕಾರದ ವಿರುದ್ಧ ೋಷಣೆ ಕೂಗಿ ಸುರೇಶ್‌ಕುವಾರ್ ಅವರ ಪ್ರತಿಕೃತಿ ದಹನ ವಾಡಿ ಆಕ್ರೋಶ ವ್ಯಕ್ತಪಡಿಸಿದರು.ಕೆ.ಜಿ.ಎಫ್‌.ನಲ್ಲಿ ಕಾರ್ಮಿಕರ ಸಾವಿನ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಸುರೇಶ್‌ಕುವಾರ್ ನೈತಿಕ ಹೊಣೆ ಹೊತ್ತು ರಾಜೀನಾಮೆ ನೀಡಬೇಕು. ಜಿಲ್ಲಾಡಳಿತ ಹಾಗೂ ಜಿಲ್ಲಾ ಪೊಲೀಸ್ ವರಿಷ್ಠಾಧಿಕಾರಿ ಸೇರಿದಂತೆ ಸಂಬಂಧಿಸಿದ ಇಲಾಖೆಗಳ ಅಧಿಕಾರಿಗಳ ವಿರುದ್ಧ ರಾಜ್ಯಪಾಲರು ಕ್ರಮಕೈಗೊಳ್ಳಬೇಕು ಎಂದು ಅವರು ಒತ್ತಾಯಿಸಿದರು.

ಸಾವನ್ನಪ್ಪಿದ ಕುಟುಂಬಕ್ಕೆ ತಲಾ 25 ಲಕ್ಷ ರೂ. ಪರಿಹಾರ ನೀಡಬೇಕು. ಪ್ರಕರಣ ಖಂಡಿಸಿ ಪ್ರತಿಭಟನೆ ನಡೆಸಿದ ದಲಿತ ಮುಖಂಡರ ವಿರುದ್ಧ ಇರುವ ಮೊಕದ್ದಮೆಯನ್ನು ಹಿಂದೆ ಪಡೆಯಬೇಕು. ರಾಜ್ಯದಲ್ಲಿ ಮಲತೆಗೆಯುವವರನ್ನು ಗುರುತಿಸಿ ಪುನರ್ವಸತಿ ಕಲ್ಪಿಸಬೇಕು ಎಂದು ಅವರು ಆಗ್ರಹಿಸಿದರು.ಸಮಿತಿಯ ಜಿಲ್ಲಾ ಸಂಚಾಲಕ ಸೋಮನಹಳ್ಳಿ ಅಂದಾನಿ, ಬಿ.ಎಂ.ಸತ್ಯ,ಚಿಕ್ಕೀರಯ್ಯ, ನಾಗರಾಜು, ನಾಗೇಶ್ ಸೇರಿದಂತೆ ಹಲವಾರು ಮುಖಂಡರು ಪ್ರತಿಭಟನೆಯಲ್ಲಿ ಪಾಲ್ಗೊಂಡಿದ್ದರು.

ಹುಣಸೂರು,ಅ.30:ದಲಿತರ ಸಮಸ್ಯೆಗಳನ್ನು ಬಗೆ ಹರಿಸಲು ಹುಣಸೂರು ತಾಲೂಕು ಆಡಳಿತ ಸಂಪೂರ್ಣ ವಿಫಲವಾಗಿದೆ ಎಂದು ದಸಂಸದ ಸಂಚಾಲಕ ಹೊಸಕೋಟೆ ಸೋಮಯ್ಯ ಆರೋಪಿಸಿದ್ದಾರೆ. ಪತ್ರಿಕಾಗೋಷ್ಠಿಯಲ್ಲಿ ಮಾತನಾಡಿದ ಅವರು, ತಾಲೂಕಿನ ಬಹುತೇಕ ದಲಿತ ಕಟುಂಟುಗಳು ನಿವೇಶನ, ವಸತಿಯನ್ನು ಹೊಂದಿಲ್ಲ. ನೀರಿನ ಸಂಪರ್ಕ ಕೂಡ ಇಲ್ಲ. ಆದರೆ ಈ ಎಲ್ಲ ಸಮಸ್ಯೆಗಳನ್ನು ಬಗೆ ಹರಿಸಲು ಸ್ಥಳೀಯಾಡಳಿತ ವಿಫಲವಾಗಿದೆ ಎಂದು ಆರೋಪಿಸಿದರು. ದಲಿತರು ವಾಸಿಸುವ ಪ್ರದೇಶ, ಕಾಲನಿಯ ರಸ್ತೆಗಳಿಗೆ ಬೀದಿ ದೀಪಗಳನ್ನು ಸ್ಥಳೀಯಾಡಳಿತ ಒದಗಿಸಿಲ್ಲ. ದಲಿತರ ಮೇಲೆ ಸವರ್ಣೀಯರ ದೌರ್ಜನ್ಯ ಪ್ರಕರಣಗಳು ನಿರಂತರ ವರದಿಯಾಗುತ್ತಿದೆ.

ಆದರೆ ಇದನ್ನು ತಡೆಯಲು ಉಪ ವಿಭಾಗಾಧಿಕಾರಿಯಾಗಲಿ ಅಥವಾ ತಹಶೀಲ್ದಾರ್‌ರಾಗಲಿ ಸಂಪೂರ್ಣ ವಿಫಲವಾಗಿದ್ದಾರೆ ಎಂದರು. ದಲಿತರ ಸಮಸ್ಯೆಗಳನ್ನು ಶೀಘ್ರ ಪರಿಹರಿಸದಿದ್ದಲ್ಲಿ ದಸಂಸ ವತಿಯಿಂದ ಪ್ರತಿಭಟನೆ ಹಮ್ಮಿಕೊಳ್ಳುವ ಎಚ್ಚರಿಕೆಯನ್ನು ಸೋಮಯ್ಯ ನೀಡಿದ್ದಾರೆ.

ಮಂಡ್ಯ,ಅ.30:ಕೋಲಾರದ ಕೆ.ಜಿ.ಎಫ್‌.ನಲ್ಲಿ ಮಲತೆಗೆಯುತ್ತಿದ್ದ ಮೂವರು ಕಾರ್ಮಿಕರ ಸಾವಿನ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ನಗರಾಭಿವೃದ್ಧಿ ಸಚಿವ ಸುರೇಶ್‌ಕುವಾರ್ ರಾಜೀನಾಮೆ ನೀಡಬೇಕೆಂದು ಆಗ್ರಹಿಸಿ ಕರ್ನಾಟ ದಲಿತ ಸಂರ್ಷ ಸಮಿತಿ ಶನಿವಾರ ನಗರದಲ್ಲಿ ಪ್ರತಿಭಟನೆ ನಡೆಸಿತು.ಸಮಿತಿ ರಾಜ್ಯ ಸಂಚಾಲಕ ವೆಂಕಟಗಿರಿಯಯ್ಯರ ನೇತೃತ್ವದಲ್ಲಿ ಜಿಲ್ಲಾಧಿಕಾರಿ ಕಚೇರಿ ಎದುರು ಪ್ರತಿಭಟನೆ ನಡೆಸಿದ ಕಾರ್ಯಕರ್ತರು, ಸರಕಾರದ ವಿರುದ್ಧ ೋಷಣೆ ಕೂಗಿ ಸುರೇಶ್‌ಕುವಾರ್ ಅವರ ಪ್ರತಿಕೃತಿ ದಹನ ವಾಡಿ ಆಕ್ರೋಶ ವ್ಯಕ್ತಪಡಿಸಿದರು.ಕೆ.ಜಿ.ಎಫ್‌.ನಲ್ಲಿ ಕಾರ್ಮಿಕರ ಸಾವಿನ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಸುರೇಶ್‌ಕುವಾರ್ ನೈತಿಕ ಹೊಣೆ ಹೊತ್ತು ರಾಜೀನಾಮೆ ನೀಡಬೇಕು. ಜಿಲ್ಲಾಡಳಿತ ಹಾಗೂ ಜಿಲ್ಲಾ ಪೊಲೀಸ್ ವರಿಷ್ಠಾಧಿಕಾರಿ ಸೇರಿದಂತೆ ಸಂಬಂಧಿಸಿದ ಇಲಾಖೆಗಳ ಅಧಿಕಾರಿಗಳ ವಿರುದ್ಧ ರಾಜ್ಯಪಾಲರು ಕ್ರಮಕೈಗೊಳ್ಳಬೇಕು ಎಂದು ಅವರು ಒತ್ತಾಯಿಸಿದರು.

ಸಾವನ್ನಪ್ಪಿದ ಕುಟುಂಬಕ್ಕೆ ತಲಾ 25 ಲಕ್ಷ ರೂ. ಪರಿಹಾರ ನೀಡಬೇಕು. ಪ್ರಕರಣ ಖಂಡಿಸಿ ಪ್ರತಿಭಟನೆ ನಡೆಸಿದ ದಲಿತ ಮುಖಂಡರ ವಿರುದ್ಧ ಇರುವ ಮೊಕದ್ದಮೆಯನ್ನು ಹಿಂದೆ ಪಡೆಯಬೇಕು. ರಾಜ್ಯದಲ್ಲಿ ಮಲತೆಗೆಯುವವರನ್ನು ಗುರುತಿಸಿ ಪುನರ್ವಸತಿ ಕಲ್ಪಿಸಬೇಕು ಎಂದು ಅವರು ಆಗ್ರಹಿಸಿದರು.ಸಮಿತಿಯ ಜಿಲ್ಲಾ ಸಂಚಾಲಕ ಸೋಮನಹಳ್ಳಿ ಅಂದಾನಿ, ಬಿ.ಎಂ.ಸತ್ಯ,ಚಿಕ್ಕೀರಯ್ಯ, ನಾಗರಾಜು, ನಾಗೇಶ್ ಸೇರಿದಂತೆ ಹಲವಾರು ಮುಖಂಡರು ಪ್ರತಿಭಟನೆಯಲ್ಲಿ ಪಾಲ್ಗೊಂಡಿದ್ದರು.

ಮೈಸೂರು, ಅ. 30: ಮಕ್ಕಳ ಕೊರತೆಯ ನೆಪದಲ್ಲಿ ಸರಕಾರಿ ಶಾಲೆಗಳನ್ನು ಮುಚ್ಚುವುದೆಂದರೆ, ಅದು ಸರಕಾರ ತನ್ನ ಮುಖದ ಮೇಲೆ ತಾನೇ ಉಗಿದು ಕೊಂಡಂತೆ ಎಂದು ಸಾಹಿತಿ ದೇವನೂರ ಮಹಾದೇವ ವ್ಯಾಖ್ಯಾನಿಸಿದ್ದಾರೆ.
ದಲಿತ ಸಂಘರ್ಷ ಸಮಿತಿ ವತಿ ಯಿಂದ ನಗರದಲ್ಲಿ ರವಿವಾರ ಆಯೋ ಜಿಸಲಾಗಿದ್ದ ‘ದಲಿತ ಸಂಘರ್ಷ: ನೆನ್ನೆ-ಇಂದು-ನಾಳೆ’ ಎಂಬ ವಿಚಾರ ಗೋಷ್ಠಿಯಲ್ಲಿ ‘ದಸಂಸ ಹೋರಾಟದ ಪಯಣ’ ಎಂಬ ಪುಸ್ತಕ ಬಿಡುಗಡೆ ಮಾಡಿ ಅವರು ಮಾತನಾಡುತ್ತಿದ್ದರು.
ಪ್ರಸಕ್ತ ವರ್ಷ ಮೂರು ಸಾವಿರದಷ್ಟು ಸರಕಾರಿ ಶಾಲೆಗಳನ್ನು ಬಂದ್ ಮಾಡಲು ಸರಕಾರ ಮುಂದಾಗಿದೆ. ಆದರೆ ಕಳೆದ ಹತ್ತು ವರ್ಷಗಳ ಅವಧಿ ಯಲ್ಲಿ ಸುಮಾರು ಹತ್ತು ಸಾವಿ ರಕ್ಕೂ ಮಿಗಿಲಾಗಿ ಸರಕಾರಿ ಶಾಲೆಗಳನ್ನು ಸದ್ದು -ಗದ್ದಲವಿಲ್ಲದೆ ಮುಚ್ಚಲಾಗಿದೆ ಎಂಬ ಸಂಗತಿಯನ್ನು ಬಹಿರಂಗಪಡಿ ಸಿದ ಅವರು, ಆದುದರಿಂದ ಈ ಹತ್ತು ಸಾವಿರ ಶಾಲೆಗಳ ಪುನಾರಂಭಕ್ಕೆ ಆಗ್ರಹಿಸಿ ಹೋರಾಟ ನಡೆಯಬೇಕಿದೆ ಎಂದರು.
ಸರಕಾರಿ ಶಾಲೆಗಳಿಗೆ ಮಕ್ಕಳ ಕೊರತೆ ಉಂಟಾಗಲು ಸರಕಾರವೇ ಕಾರಣ. ಖಾಸಗಿ ಶಾಲೆಗಳಿಗೆ ಮನಬಂದಂತೆ ಪರವಾನಗಿ ನೀಡುವ ಮೂಲಕ ಸರಕಾರಿ ಶಾಲೆಗಳಿಗೆ ಮಕ್ಕಳು ದಾಖಲಾ ಗದಂತೆ ಮಾಡಿದ್ದೇ ಸರಕಾರ. ಆದು ದರಿಂದ ಸರಕಾರ ಹಾಗೂ ಖಾಸಗಿ ಶಾಲೆಗಳು ಒಳಸಂಚು ನಡೆಸಿ ಸರಕಾರಿ ಶಾಲೆಗ ಳನ್ನು ಮುಚ್ಚಿಸುತ್ತಿವೆ ಎಂದರು.

ಸರಕಾರ ಈ ವಿಷಯದಲ್ಲಿ ನಿಜವಾಗಿ ಯೂ ಪ್ರಾಮಾಣಿಕವಾಗಿದ್ದರೆ, ಖಾಸಗಿ ಶಾಲೆಗಳನ್ನು ಮುಚ್ಚುವ ಮೂಲಕ ಸರಕಾರಿ ಶಾಲೆಗಳಿಗೆ ಮಕ್ಕಳ ದಾಖಲಾ ತಿಯನ್ನು ಹೆಚ್ಚಿಸಬಹುದು. ಆದರೆ ಹಾಗೆ ಮಾಡುವ ಬದಲು ಶಿಕ್ಷಣ ಸಚಿವ ವಿಶ್ವೇಶ್ವರ ಹೆಗ್ಡೆ ಕಾಗೇರಿ ಸರಕಾರಿ ಶಾಲೆಗಳ ಮೇಲೆ ಕಾಗೆ ಹಾರಿಸಲು ಹೊರಟಿದ್ದಾರೆ ಎಂದು ದೇವನೂರ ವ್ಯಂಗ್ಯವಾಡಿದರು.
ಜಾಗತೀಕರಣದ ನಂತರ ಜಗತ್ತು ಯಾವ ದಿಕ್ಕಿಗೆ ಓಡುತ್ತಿದೆ ಎಂಬುದೇ ಗೊತ್ತಾಗುತ್ತಿಲ್ಲ. ಪ್ರಸ್ತುತ ಜನಪ್ರತಿನಿಧಿ ಗಳು ನಿಜವಾದ ಪ್ರತಿನಿಧಿಗಳಾಗಿ ಉಳಿದಿಲ್ಲ. ವಿವೇಚನೆಯ ಮೂಲಕ ಅವರು ನಿರ್ಧಾರಗಳನ್ನು ತೆಗೆದುಕೊ ಳ್ಳುತ್ತಿಲ್ಲ. ಕಾರ್ಪೊರೇಟ್ ಸೆಕ್ಟರ್ ಮತ್ತು ಖಾಸಗಿ ಕಂಪೆನಿಗಳ ಕೈಗೆ ಆಡಳಿತವನ್ನು ಒಪ್ಪಿಸ ಲಾಗಿದೆ. ಅವರು ಸೂಚಿಸಿದಂತೆ ಜನಪ್ರ ತಿನಿಧಿಗಳು ಹೆಬ್ಬೆಟ್ಟಿನ ರುಜು ಹಾಕುತ್ತಿ ದ್ದಾರೆ. ಸರಕಾರ ಹಣ ಮಾಡುವ ದಂಧೆಯಲ್ಲಿ ತೊಡಗಿದೆ ಎಂದು ಸಾತ್ವಿಕ ಸಿಟ್ಟು ವ್ಯಕ್ತಪಡಿಸಿದ ಅವರು, ದುಡ್ಡಿಗಾಗಿ ಮಾತೃಭೂಮಿ ಯನ್ನೇ ಮಾರುವ ದೇಶ ಪ್ರೇಮಿಗಳಿಗೆ ಮಾತೃಭಾಷೆ ಯಾವ ಲೆಕ್ಕ ಎಂದು ಮೂದಲಿಸಿದರು.
ಹಿಂದೆ ಮನುಧರ್ಮ ಶಾಸ್ತ್ರದಲ್ಲಿ ಕೆಳವರ್ಗದವರಿಗೆ ಶಿಕ್ಷಣವನ್ನು ನಿರಾಕರಿ ಸಲಾಗಿತ್ತು. ಆದರೆ ಸಂವಿಧಾನ ಜಾರಿ ನಂತರ ಸರ್ವರಿಗೂ ಶಿಕ್ಷಣದ ಸೌಲಭ್ಯ ದೊರೆಯಿತು. ಆದರೆ ಸರಕಾರಗಳು ಏಕರೂಪ ಶಿಕ್ಷಣ ಪದ್ಧತಿಯನ್ನು ಜಾರಿಗೆ ತರಲಿಲ್ಲ. ಹೀಗಾಗಿ ಶಿಕ್ಷಣ ವಿಷಯದಲ್ಲಿ ಪ್ರಸ್ತುತ ಎರಡು ಸಂವಿಧಾನಗಳು ಜಾರಿಯಲ್ಲಿದ್ದಂತಿದೆ. ಖಾಸಗಿ ಶಾಲೆಗಳ ಮೂಲಕ ನಗರನಿವಾಸಿ ಮತ್ತು ಸ್ಥಿತಿವಂತರ ಮಕ್ಕಳಿಗೆ ಉತ್ತಮ ಶಿಕ್ಷಣ ನೀಡಲಾಗುತ್ತಿದ್ದರೆ, ಸರಕಾರಿ ಶಾಲೆಗಳ ಮೂಲಕ ಗ್ರಾಮೀಣ ಮತ್ತು ಬಡವರ ಮಕ್ಕಳಿಗೆ ಕಳಪೆ ಶಿಕ್ಷಣ ನೀಡಲಾಗುತ್ತಿದೆ. ಆದುದರಿಂದ ಕನಿಷ್ಠ ಏಕರೂಪ ಪ್ರಾಥಮಿಕ ಶಿಕ್ಷಣಕ್ಕಾಗಿ ಹೋರಾಟ ನಡೆಸಬೇಕಿದೆ ಎಂದು ಕರೆ ನೀಡಿದರು.

ಮೈಸೂರು, ಅ. 30: ಸೈದ್ಧಾಂತಿಕ ಕಾರಣಗಳಿಗಾಗಿ ದಲಿತ ಸಂಘರ್ಷ ಸಮಿತಿ ವಿವಿಧ ಬಣಗಳಾಗಿ ವಿಂಗಡಣೆಯಾಗಿರುವುದು ಅಸಹಜವೇನಲ್ಲ ಎಂದು ಅಭಿಪ್ರಾಯಪಟ್ಟಿರುವ ಖ್ಯಾತ ಸಾಹಿತಿ-ಚಿಂತಕ ದೇವನೂರ ಮಹಾದೇವ, ಆದರೆ ವಿವಿಧ ಬಣಗಳು ಹಾಗೂ ಕಾರ್ಯಕರ್ತರ ಮಧ್ಯೆ ‘ಬಂಧುತ್ವ’ದ ಅಗತ್ಯವನ್ನು ಪ್ರತಿಪಾದಿಸಿದ್ದಾರೆ. ದಲಿತ ಸಂಘರ್ಷ ಸಮಿತಿಯ ಆಶ್ರಯದಲ್ಲಿ ನಗರದಲ್ಲಿ ರವಿವಾರ ಏರ್ಪಡಿಸಲಾಗಿದ್ದ ‘ದಲಿತ ಸಂಘರ್ಷ: ನಿನ್ನೆ-ಇಂದು-ನಾಳೆ’ ವಿಷಯದ ಕುರಿತ ವಿಚಾರ ಗೋಷ್ಠಿಯಲ್ಲಿ ‘ದಸಂಸ ಹೋರಾಟದ ಪಯಣ’ ಎಂಬ ಪುಸ್ತಕ ಬಿಡುಗಡೆ ಮಾಡಿ ಅವರು ಮಾತನಾಡುತ್ತಿದ್ದರು. ದಲಿತ ಸಂಘರ್ಷ ಸಮಿತಿಯ ಪ್ರಾರಂಭದ ದಿನಗಳನ್ನು ಮೆಲುಕು ಹಾಕಿದ ದೇವನೂರ, ಸಂಘಟನೆಯಲ್ಲಿ ಬಂಧುತ್ವದ ತುರ್ತು ಅಗತ್ಯ ಮತ್ತು ಅನಿವಾರ್ಯದ ಪ್ರತಿಪಾದನೆಗಾಗಿ ತನ್ನ ಕೆಲವು ಅನುಭವಗಳನ್ನು ಸಭೆಯಲ್ಲಿ ಹಂಚಿಕೊಂಡರು.

ಮೈಸೂರು ಜಿಲ್ಲೆಯ ಹುಣಸೂರು ತಾಲೂಕಿನಲ್ಲಿ ವರದಯ್ಯ, ದೊಡ್ಡಣ್ಣ, ಸತ್ಯನಾರಾಯಣ ಶೆಟ್ಟಿ, ಕುಪ್ಪೆ ನಾಗರಾಜ್ ಮತ್ತು ಪಳನಿಯಪ್ಪ ಎಂಬ ಐವರು ಗೆಳೆಯರಿದ್ದರು. ಕ್ರಮವಾಗಿ ಅವರು ದಲಿತ (ಬಲಗೈ), ದಲಿತ (ಎಡಗೈ), ಕೊರಮ, ದೊಂಬಿದಾಸ ಹಾಗೂ ಪೌರಕಾರ್ಮಿಕ ಜನಾಂಗಕ್ಕೆ ಸೇರಿದ್ದರು. ಪಳನಿಯಪ್ಪ ಈ ಗುಂಪಿನ ನಾಯಕನಾಗಿದ್ದನು. ಅವರೆಲ್ಲರೂ ಸಾಂಘಿಕ ಪ್ರಯತ್ನದ ಮೂಲಕ ದಲಿತ ಸಂಘರ್ಷ ಸಮಿತಿಯನ್ನು ಸಂಘಟಿಸುತ್ತಿದ್ದರು. ಈ ಗೆಳೆಯರ ಮಧ್ಯೆ ಅಂದು ‘ಬಂಧುತ್ವ’ ಎಂಬುದು ಸಹಜ ಮತ್ತು ಅಪ್ರಜ್ಞಾಪೂರ್ವಕವಾಗಿತ್ತು.ಆದರೆ ಇಂದು ಅಂತಹ ‘ಬಂಧುತ್ವದ ಆದರ್ಶ’ ನಮ್ಮೆಲ್ಲರ ನಡುವೆ ಪ್ರಜ್ಞಾಪೂರ್ವಕವಾಗಿ ಏರ್ಪಡಬೇಕಾಗಿದೆ ಎಂದು ಅವರು ಉಪಮೆಯ ಮೂಲಕ ವಿವರಿಸಿದರು.

ಕರ್ನಾಟಕದಲ್ಲಿ ದಲಿತ ಸಂಘರ್ಷ ಸಮಿತಿಯನ್ನು ಕಟ್ಟಿ ಬೆಳೆಸಿದ ದಿವಂಗತ ಪ್ರೊ.ಬಿ.ಕೃಷ್ಣಪ್ಪ, ಕವಿ ಡಾ.ಸಿದ್ದಲಿಂಗಯ್ಯ ಮತ್ತು ನನ್ನ ಮಧ್ಯೆ ಸೈದ್ಧ್ದಾಂತಿಕವಾಗಿ ಸಾಕಷ್ಟು ಭಿನ್ನಾಭಿಪ್ರಾಯಗಳಿದ್ದವು. ಕೃಷ್ಣಪ್ಪ ಕಟ್ಟಾ ಅಂಬೇಡ್ಕರ್ ವಾದಿ, ಸಿದ್ದಲಿಂಗಯ್ಯ ಕಮ್ಯುನಿಸ್ಟ್ ಹಾಗೂ ನಾನು ಸಮಾಜವಾದಿ. ಹೀಗಾಗಿ ನಾವು ಮೂವರು ಅನೇಕ ಸಭೆ, ಸಮಾರಂಭ ಹಾಗೂ ವೇದಿಕೆಗಳಲ್ಲಿ ಬಹಿರಂಗವಾಗಿಯೇ ಜಗಳ ಆಡುತ್ತಿದ್ದೆವು. ಆದರೆ ನಂತರ ಪರಸ್ಪರ ಹುಡುಕಿಕೊಂಡು ಹೋಗಿ, ಭೇಟಿಯಾಗಿ ಮಾತನಾಡುತ್ತಿದ್ದೆವು. ಸೈದ್ಧ್ದಾಂತಿಕ ಭಿನ್ನಾಭಿಪ್ರಾಯವಿದ್ದಾಗ್ಯೂ ನಮ್ಮ ಮಧ್ಯೆ ಬಂಧುತ್ವವಿದ್ದುದೇ ಇದಕ್ಕೆ ಕಾರಣ ಎಂದು ಅವರು ಸ್ಮರಿಸಿದರು. ದಲಿತ ಸಂಘರ್ಷ ಸಮಿತಿ ಅನೇಕ ಬಣಗಳಾಗಿ ವಿಭಜನೆಯಾಗಿದ್ದರೂ ಯಾವೊಂದು ಬಣ ಕೂಡ ಈವರೆಗೆ ಮತೀಯವಾದಿಗಳ ಜೊತೆ ಗುರುತಿಸಿಕೊಂಡಿಲ್ಲ. ಇದು ಸಂಘಟನೆಯ ಮೂಲ ಹಾಗೂ ದೊಡ್ಡಗುಣ ಎಂದು ಮಹಾದೇವ ಬಣ್ಣಿಸಿದರು.

ವಿಚಾರಗೋಷ್ಠಿಯ ಶೀರ್ಷಿಕೆಯ ಬಗ್ಗೆ ಪ್ರಸ್ತಾಪಿಸಿದ ಅವರು, ನಿನ್ನೆ-ಪರವಾಗಿಲ್ಲ, ಇಂದು-ಚೆನ್ನಾಗಿಲ್ಲ, ನಾಳೆ-ಏನಾಗುತ್ತದೋ ಗೊತ್ತಿಲ್ಲ. ಈ ನಡುವೆ, ನಿನ್ನೆಯನ್ನು ಬದಲಾಯಿಸುವುದು ಅಸಾಧ್ಯ. ಆದರೆ ಈವತ್ತು ವಿವೇಕದಿಂದ ವರ್ತಿಸಿದರೆ ನಾಳೆಯ ಬದುಕು ಚೆನ್ನಾಗಿರಲು ಸಾಧ್ಯ ಎಂದು ವ್ಯಾಖ್ಯಾನಿಸಿದರು. ದಲಿತ ಸಂಘರ್ಷ ಸಮಿತಿಯ ವಿವಿಧ ಬಣಗಳು ಒಂದಾಗದಿದ್ದರೂ ಪರವಾಗಿಲ್ಲ. ಆದರೆ ಎಲ್ಲ ಬಣ ಹಾಗೂ ಕಾರ್ಯಕರ್ತರು ಕನಿಷ್ಠ ಒಟ್ಟಾಗಿ ಕಾರ್ಯಕ್ರಮಗಳನ್ನು ರೂಪಿಸುವಂತಾಗಬೇಕು. ಇಂತಹ ಕಾರ್ಯಕ್ರಮಗಳು ರೈತ ಸಂಘ ಸೇರಿದಂತೆ ಸಮಾನಮನಸ್ಕ ಎಲ್ಲ ಸಂಘಟನೆಗಳನ್ನು ಒಳಗೊಳ್ಳಬೇಕು ಎಂದು ದೇವನೂರು ಆಶಿಸಿದರು.

ನಿರಾಶೆಯ ನಡುವೆಯೂ ಆಶಾವಾದ: ಕಾರ್ಯಕ್ರಮವನ್ನು ಉದ್ಘಾಟಿಸಿದ ವಿಮರ್ಶಕ ಪ್ರೊ.ಜಿ.ಎಚ್.ನಾಯಕ್ ಮಾತನಾಡಿ, ಗಾಂಧೀಜಿ ಹಿಂದುತ್ವವಾದಿ ಧೋರಣೆ ಹೊಂದಿದ್ದರು ಎಂಬುದು ಸುಳ್ಳಲ್ಲ. ಅವರ ಹೋರಾಟದ ಕಾಲಘಟ್ಟದಲ್ಲಿ ಭಾರತೀಯತೆ ಎಂಬುದು ಹಿಂದುತ್ವದ ಭಾಗವೇ ಆಗಿತ್ತು. ಆದುದರಿಂದ ಭಾರತೀಯತೆ, ಅರ್ಥಾತ್ ಹಿಂದುತ್ವದ ವೈಭವೀಕರಣ ಅಂದು ತೀರಾ ಅಗತ್ಯ ಮತ್ತು ಅನಿವಾರ್ಯವಾಗಿತ್ತು. ಆದರೆ, ಪ್ರಸ್ತುತ ಹಿಂದುತ್ವದ ರೂಪ ಹಾಗೂ ವಿನ್ಯಾಸದಲ್ಲಿ ಬಹಳಷ್ಟು ಬದಲಾವಣೆ ಆಗಿದೆ. ಗಾಂಧಿಯ ರಾಮ ಮತ್ತು ಬಿಜೆಪಿಯ ರಾಮ ಯಾರೆಂಬುದನ್ನು ಪತ್ತೆ ಹಚ್ಚಲು ತನಿಖಾ ಸಮಿತಿಯನ್ನೇ ನೇಮಕ ಮಾಡುವಂತಹ ವಾತಾವರಣ ನಿರ್ಮಾಣವಾಗಿದೆ ಎಂದರು.

ಸ್ವಾತಂತ್ರದ ಸಂದರ್ಭದಲ್ಲಿ ಭಾರತೀಯ ವಿದ್ಯಾವಂತರ ಸಂಖ್ಯೆ ವಿರಳವಾಗಿತ್ತು. ಈಗ ಎಲ್ಲರೂ ವಿದ್ಯಾವಂತರು; ಆದರೆ ಜನಪರವಾಗಿ ಚಿಂತಿಸುವವರ ಕೊರತೆಯಿದೆ ಎಂದು ಅವರು ವಿಷಾದಿಸಿದರು. ರಾಜಕೀಯ ಪಕ್ಷಗಳು ಗಬ್ಬೆದ್ದುಹೋಗಿವೆ. ದುಷ್ಟಾಚಾರ ಮತ್ತು ಭ್ರಷ್ಟಾಚಾರಕ್ಕೆ ಯಾವ ಪಕ್ಷವೂ ಹೊರತಲ್ಲ. ಆದರೆ ಪ್ರಮಾಣದಲ್ಲಷ್ಟೇ ವ್ಯತ್ಯಾಸವಿದೆ ಎಂದು ಪ್ರೊ.ನಾಯಕ್ ನುಡಿದರು. ನಡುವೆಯೂ ದಲಿತ ಸಂಘರ್ಷ ಸಮಿತಿ, ರೈತ ಸಂಘ ಹಾಗೂ ಕೆಲವು ಮಹಿಳಾ ಸಂಘಟನೆಗಳ ಬಗ್ಗೆ ವೈಯಕ್ತಿಕವಾಗಿ ನಾನು ಈಗಲೂ ಆಶಾವಾದಿಯಾಗಿದ್ದೇನೆ. ಆದುದರಿಂದ ಈ ಸಂಘಟನೆಗಳು ಒಗ್ಗೂಡಿ, ಜೀವಂತಿಕೆಯನ್ನು ಪಡೆದುಕೊಂಡು ಹೋರಾಟ ಮುಂದುವರಿಸಬೇಕು ಎಂದು ಅವರು ಕರೆ ನೀಡಿದರು.

ಆತ್ಮವಿಮರ್ಶೆಗೆ ಸಲಹೆ:
ಪುಸ್ತಕ ಕುರಿತು ಮಾತನಾಡಿದ ಪತ್ರಕರ್ತ ಶಿವಸುಂದರ್, ಚಳವಳಿ ಹಾಗೂ ಚಳವಳಿಗಾರರಿಗೆ ಆತ್ಮವಿಮರ್ಶೆಯ ಕೊರತೆಯಿದ್ದು, ಅದನ್ನು ನಿವಾರಿಸಿಕೊಳ್ಳಬೇಕು. ತಪ್ಪುಗಳನ್ನು ಒಪ್ಪಿ, ತಿದ್ದಿಕೊಳ್ಳುವ ಪ್ರಯತ್ನ ಮಾಡಬೇಕು. ಆ ಮೂಲಕ ಸಮಾಜಕ್ಕೆ ತಮ್ಮ ಹೊಣೆಗಾರಿಕೆ ಪ್ರದರ್ಶಿಸಬೇಕು ಎಂದು ಸಲಹೆ ನೀಡಿದರು. ದಸಂಸ ಜಿಲ್ಲಾ ಸಂಚಾಲಕ ಬೆಟ್ಟಯ್ಯ ಕೋಟೆ ಅಧ್ಯಕ್ಷತೆ ವಹಿಸಿದ್ದರು. ಪಿಯುಸಿಎಲ್‌ನ ಡಾ.ವಿ.ಲಕ್ಷ್ಮೀನಾರಾಯಣ ವಿಚಾರಗೋಷ್ಠಿಯ ವಿಷಯ ಕುರಿತು ಮಾತನಾಡಿದರು. ಬಿ.ಡಿ.ಶಿವಬುದ್ಧಿ, ಶಂಭುಲಿಂಗಸ್ವಾಮಿ, ಆಲಗೂಡು ಶಿವಕುಮಾರ್ ಮುಂತಾದವರು ಉಪಸ್ಥಿತರಿದ್ದರು.

Daijiworld Media Network – Puttur (SP) Puttur, May 21: Dalits from nearby villagers held a protest programme at Kadaba in the taluk on Friday May 20, in protest against the failure of the revenue department to drive away encroachers from 20 acres of government land located in Aittoor and Nekkiladi villages, which have been earmarked for distribution among the dalits. The revenue department, which swung into action in the evening, announced that it had wrested back government land from six of the encroachers. The protest was led by Dalit Sangharsh Samiti (Ambedkar). The protestors said that six persons from Aittoor and three from Nekkiladi village had encroached upon 20 acres of government land, and the incessant demand for their eviction over the years had not been met by the department. They demanded steps against the taluk tahsildar for his failure to take back the encroached land and hand the same over to the dalits. The protestors also accused MLA Angara, who got elected from Sullia, a constituency reserved for scheduled communities, of becoming a puppet in the hands of upper classes of the society and rich people, and thereby ignoring the interests of the dalits. When deputy tahsildar, Vishwanath Poojary, approached the protestors and assured them to convey their grievances to higher officials, the protestors refused to budge. They demanded for the presence of assistant commissioner. At around 3 pm, assistant commissioner, Harish Kumar, came to the spot, and promised them to recover the land in question within a week. Dalit Sangharsh Samiti Dakshina Kannada district president, S P Anand, organizing convener, Sanjeev, Dalit Seva Samiti district president, B K Sheshappa, and a number of other dalit leaders had participated in the protest, along with local people. The revenue department, in an operation undertaken on Friday evening, announced that it succeeded in taking back government land from six encroachers. They said that out of the balance three, one case is pending in the court, whereas in two other cases, they are unable to evict the encroachers, as residential houses are located in the sites encroached by these families.

The day and night protest, which was started by the Karnataka Dalit Sangharsha Samiti in front of the Tahislidar's Office in N R Pura continued on Sunday.

The Samiti members demand that all encroached land belonging to Dalits should be reclaimed and land should be distributed to landless Dalits. Speaking to Deccan Herald, DSS District Organising Convener Vasantha Kumar said that 12 acres out of 49 acres of land bearing survey number 19 in Balekoppa village in the taluk was sanctioned for Pourakarmikas in 1984. The Samiti has no intention of vacating those Pourakarmikas from the land. Instead, let the authorities distribute the remaining land to Dalits, he added. The ‘Akrama - Sakrama’ scheme under Form 50-53 came into existence in 1991. Those Pourakarmikas were cultivating the land even before 1991. However, the MLA is providing erroneous information regarding the issue, he alleged. The day and night protest has no political backing. The downtrodden section of the society have become scapegoats due to the fight between political parties. Though Dalits are holding day and night protest, none of the people’s representatives or political leaders visited the spot atleast for the sake of formality, he lamented. Protest meet today Kumar said that a protest meet will be organised in front of the Taluk Office on August 2. A protest rally will commence from Bastimata. Dalit leaders from all taluks in the district and from the State committee will participate in the protest. The day and night protest will continue till Deputy Commissioner visit the spot to listen their grievance, he added. Alternative land “Alternative land with all facilities will be provided to Dalits, if the DSS come forward for a dialogue after stopping the protest,” said MLA D N Jeevaraj. Addressing a press conference, Jeevaraj alleged that a JD(S) leader, who was a Zilla Panchayat member from Janatha Party in 1984, was responsible for the issue. “The land in Balekoppa village, where poor families were residing even before 1984, was sanctioned for Pourakarmikas without considering the facts. It is ironic that the JD(S) leaders, who created the problem themselves are supporting the protestors,” he added. Those 22 poor families, who were settled in Balekoppa village, will not be vacated from their land at any cost. Those families have already submitted Forms 50-53 under Akrama - Sakrama scheme, he added. The Revenue Department as well as the Survey Department have submitted reports to the government stating that Pourakarmikas are not residing in the land. Moreover, there is no boundary marks with regard to land sanctioned to Dalits, he said. “Though six Pourakarmika families had agreed to accept alternative land, JD(S) is trying to misguide Dalits. Alternative land and all basic facilities will be provided to Dalits, if they put an end to their protest. Cases under Section 107 of IPC were registered in view of law and order situation and there is no other intention in it. JD(S) will be responsible if any untoward incident takes place,” Jeevaraj asserted.

The state convener of Karnataka Dalit Sangharsha Samiti Venkatagiriyayya called upon farmers to wage a struggle against acquisition of agricultural lands by the government.

“These are the times of registering cases against farmers who stage a peaceful dharna in front of the Deputy Commissioner’s office. Hence, a struggle on a larger scale is imperative to redress issues such as acquisition of agricultural lands. The problems of farmers will not be addressed by toned-down protests,” he said at a convention organised to mark the death anniversary of Dr B R Ambedkar here on Thursday. Vested interests Congress, BJP and JD(S), which declared construction of “Swabhimana Karnataka”as their sole objective are now working against the purpose. The sole purpose of the principal political parties is to create a rift in Dalit classes. False cases are being registered against Dalits who demand their legitimate rights. Vested interests of the caste system are raising their ugly head once again and attempts are being made to suppress the Dalit classes which stand against exploitation. “None of the political parties is ready to check this sort of oppression. On account of this, several organised struggles have not succeeded in heralding a change,” he observed. The political parties succeeded in fuelling dissidence in Dalit organisation by offering prime posts to leaders. Those in the vanguard of the Dalit movement who raised their voice against exploitation became mute spectators. Reports submitted by several committees on atrocities on Dalit have been neglected by ruling establishments. Farmers neglected While the Chief Minister B S Yeddyurappa has declared a grant of Rs 70 crore to Rashtrottana Parishat which propagates the Manu philosophy, S M Krishna, during his tenure as the chief minister waived off a whopping sum of Rs 300 crore which should have paid by arrack contractors as tax. However, no benefit has accrued to the farmers by these measures. Even as Dalits were becoming aware of the reservation, the governments hesitated to implement reservation in private sector. The services of the people who secured job by furnishing false caste certificates have been regularised. While Constitution provides 18 pc reservation, only 9 pc is made available. “Dalits have been cheated by denying the facility guaranteed under the Constitution,” he alleged. District convener of Dallit Sangharsha Samiti Sulikunte Ramesh, lecturer K Srinivasa and others were present on the occasion.

Sops to pourakarmikas

The birth anniversary of Dr B R Ambedkar was celebrated throughout the city on Thursday. The BBMP, which celebrates the day as Pourakarmika Day, announced sops for pourakarmikas.

The 4,000-odd pourakarmikas employed by the BBMP have already received Rs 5,000 and in addition, retiring workers will be paid Rs 10,000. The Mayor also announced that they will be hiring 4,000 new pourakarmikas. As many as 144 workers were felicitated for their exemplary work, at a function organised by the BBMP and also 80 workers, who will be retiring this year, were honoured. The Samatha Sainik Dal organised a public awareness rally from Ambedkar statue in Austin Town to Banappa Park. The rally was part of the programme to call for public awareness for a more self-reliant society. Meanwhile, the Karnataka Dalitha Sangharsha Samithi held a bike rally to Ambedkar’s statue at Vidhana Soudha and then had non-vegetarian food near Town Hall to protest the deification of Dr Ambedkar. The samithi contended that the present government was trying to portray Ambedkar as a staunch Hindu which was contrary to what Ambedkar really was. Ambedkar was against idol worship, superstitions and untouchability, but the government’s move to ban food practices of a particular community was wrong, the office-bearers of the samithi said. A face-to-face interaction of prospective brides and grooms will be organised on April 17 by Karnataka State Dalit, Backward and Minorities Welfare Organisation as part of Ambedkar Jayanthi celebrations. ನಿಮ್ಮ ಮನೆಯವರಿಗೆ ಈ ರೀತಿ ಮಾಡಿದ್ದರೆ ನೀವೇನು ಮಾಡುತ್ತಿದ್ದೀರಿ ಎಂದು ದಸಂಸ ನಾಯಕರು ಪ್ರಶ್ನಿಸಬಹುದು? ಎಂದು ಹೇಳಿದ್ದೀರಿ. ಆದರೆ ನಾವು ಪ್ರಶ್ನೆ ಮಾಡುತ್ತೇವೆ. ಆದರೆ ತಕ್ಷಣದ ಪ್ರತಿಕ್ರಿಯೆ ಬೇರೆ! ಡಾ. ಬಾಬಾ ಸಾಹೇಬ ಅಂಬೇಡ್ಕರ್‌ರವರ ವಿಚಾರಧಾರೆಯಿಂದ ಅವರ ಸಿದ್ಧಾಂತದಲ್ಲಿ ನಂಬಿಕೆಯಿಟ್ಟು ಹೋರಾಟ ನಡೆಸುತ್ತಿರುವ ದಲಿತ ಸಂಘರ್ಷ ಸಮಿತಿಗೆ ಕಾನೂನನ್ನು ಕೈಗೆತ್ತಿ, ಹಲ್ಲೆ ನಡೆಸಿ, ಚಪ್ಪಲಿ ಸೇವೆಗೆ ಅವಕಾಶ ನೀಡಲಿಲ್ಲ, ನೊಂದ ಮಹಿಳೆಯರು ಚಪ್ಪಲಿ ಸೇವೆ ಮಾಡಿರುತ್ತಾರೆ.

ಹಿಂಸೆ, ಕ್ರೌರ್ಯ, ಉನ್ಮಾದ ದಬ್ಬಾಳಿಕೆಯ ಪ್ರತೀಕ ಎಂಬುದಾಗಲಿ, ಅಥವಾ ಕಾನೂನನ್ನು ನೇರವಾಗಿ ಕೈಗೆತ್ತಿಕೊಳ್ಳುವುದು ಸರಿಯಲ್ಲ ಎಂದು ನಮ್ಮ ದಸಂಸ ನಾಯಕರಿಗೆ ಅನ್ನಿಸಲಿಲ್ಲವೇ? ಎಂದು ಪ್ರಶ್ನೆ ಮಾಡುತ್ತೀರಿ. ಒಬ್ಬ ವ್ಯಕ್ತಿ ಕೊಲೆ ಮಾಡಲು ಬಂದಾಗ ರಕ್ಷಣೆ ಮಾಡಬಹುದು ಮತ್ತು ಮಹಿಳೆಗೆ ಮಾನ ಭಂಗಕ್ಕೆ ಯತ್ನಿಸಲು ಬಂದಾಗ ರಕ್ಷಣೆಗಾಗಿ ಚಪ್ಪಲಿ ಸೇವೆ ಮಾಡಿದ್ದು ತಪ್ಪಾ? ಮಹಿಳೆಯರು ಚಪ್ಪಲಿ ಸೇವೆ ಮಾಡಿದ ಬಗ್ಗೆ ದಿನನಿತ್ಯ ಸಾರ್ವಜನಿಕರಿಂದ ಹಾಗೂ ಸರಕಾರಿ ಅಧಿಕಾರಿಗಳಿಂದ ಅಭಿನಂದನೆ ಬರುತ್ತಿದೆ. ‘‘ಈ ವ್ಯವಸ್ಥೆಯಿಂದ ಬೇಸತ್ತಿರುವ ನನ್ನ ದಲಿತ ಬಂಧುಗಳು ಕಾನೂನಿನ ನಂಬಿಕೆಯನ್ನು ಕಳೆದು ಕೊಂಡಿದ್ದಾರೆಯೇ? ಬದುಕಿನುದ್ದಕ್ಕೂ ವೌಲ್ಯಗಳ ವಿರುದ್ಧ ಹೋರಾಟ ಅಲ್ಲ, ಶೋಷಣೆ ಮತ್ತು ದಬ್ಬಾಳಿಕೆಗಳ ವಿರುದ್ಧ ನಿರಂತರ ಹೋರಾಟ ಮಾಡಿದ ಅಂಬೇಡ್ಕರ್‌ರವರು ಬದುಕಿದ್ದರೆ ಇಂಥ ದುರ್ವರ್ತನೆಯಿಂದ ಖಂಡಿತ ಆತ್ಮಹತ್ಯೆ ಮಾಡಿಕೊಳ್ಳುತ್ತಿದ್ದರು’’ ಎಂದು ಹೇಳಿದ್ದೀರಿ. ಅದು ಮೂರ್ಖತನದ ವಿಚಾರ.

ರಾಜ್ಯದಲ್ಲಿ ಚಳವಳಿ ಕಟ್ಟಿಕೊಂಡು ಬಂದಿರುವ ದಲಿತ ಸಂಘರ್ಷ ಸಮಿತಿ ಅಂದಿನಿಂದ ಇಂದಿನವರೆಗೂ ಕಾನೂನು ಚೌಕಟ್ಟನ್ನು ಮೀರಿಲ್ಲ. ಕೆಲವು ನಾಯಕರು ತನ್ನ ಸ್ವಾರ್ಥಕ್ಕಾಗಿ ಕಾನೂನು ಚೌಕಟ್ಟನ್ನು ಮುರಿಯುತ್ತಾರೆ. ಬೆಂಡಿಗೇರಿಯಲ್ಲಿ ದಲಿತರಿಗೆ ಮಲ ತಿನ್ನಿಸಿದಾಗ, ಇಲ್ಲಿ ಕಂಬಾಲಪಳ್ಳಿಯಲ್ಲಿ 11 ಮಂದಿ ದಲಿತರನ್ನು ಸಜೀವವಾಗಿ ಸುಟ್ಟು ಹಾಕಿದಾಗ ಅಥವಾ ದಿನನಿತ್ಯ ನಮ್ಮ ಅಕ್ಕ ತಂಗಿಯವರಿಗೆ, ಅಣ್ಣ ತಮ್ಮಂದಿರ ಮೇಲೆ ನಡೆಯುವ ದಬ್ಬಾಳಿಕೆ, ದೌರ್ಜನ್ಯ, ಕೊಲೆಸುಲಿಗೆಗಾಗಿ ಕಾವೂರಿನ ಮಾದರಿಯಲ್ಲಿ ಪ್ರತಿಕ್ರಿಯಿಸಿದ್ದರೆ! ಅಥವಾ ಸೇಡಿಗೆ ಸೇಡು ಎಂಬ ಹಾದಿಯನ್ನು ಹಿಡಿದಿದ್ದರೆ! ಈ ಹಿಂದೆ ಶೋಷಣೆಗೆ ಒಳಗಾದ ದಲಿತರು ಇಂತಹ ಚಪ್ಪಲಿ ಸೇವೆ ಮಾಡುತ್ತಿದ್ದರೆ ಈ ಘಟನೆ ನಡೆಯುತ್ತಿರಲಿಲ್ಲ.

Mangalore, Apr 24: Dakshina Kannada district branch of Karnataka Dalit Sangharsha Samiti (Bhimavada) celebrated birth anniversary of Dr B R Ambedkar at Shree Ravindra Kalabhavana of Mangalore University College Campus here on Sunday April 24 at 10.30 am.

D S Veeraiah, MLC, inaugurated the programme by lighting lamp. Vasudeva Belle, lecturer in Government Pre-university College, Bokkapatna spoke on the occasion and called upon to inculcate the values of Ambedkar’s life. Sarvotham Pai, inspector, CREL, Mangalore Division presided. S P Changappa, president, Bar Association, Mangalore, corporators Divakar Pandeshwar and S Appi among others were present.

On the occasion Shankardas and troupe sung the revolutionary songs. Om Shree Baba Friends organized Nasik band.

DSS demands justice for Dalits

MANGALORE: Mavalli Shankar, State president of the Karnataka Dalit Sangharsh Samiti (Ambedkar wada), has criticised the Bantwal police for failing to provide justice to Sridhar, a Dalit labourer from Peraje in Kodagu who was allegedly stripped and paraded in Bantwal by the members of the Bajrang Dal. The police had booked a case against the accused over a year after the incident, they said.

Addressing a press conference here on Thursday, Mr. Shankar said that Dalits in the State were falling victim to atrocities committed by activists of various Sangh Parivar outfits after the BJP came to power.

‘Latest example'

“The anti-cattle slaughter Bill is the latest example of atrocity that is even worse than physical assault and segregation. The State Government intends to starve Dalits to death,” he said.

The samiti would launch a Statewide agitation against the Bill, he said and threatened to repeat the action of preparing beef biriyani near the Vidhana Soudha if it was passed. Ridiculing the Chief Minister's claim that Dalits in the State were in favour of the controversial Bill, he said, “Mr. Yeddyurappa should not speak to a handful of Dalits who have been brainwashed by the Sangh Parivar. Let him take the view of the millions of Dalits in the State and the country.”

Seer criticised

Criticising the head of the Pejawar Math Visvesha Tirtha for visiting the houses of Dalits in Mysore, he said, “Instead of making such superficial gestures, let him try and amend the discriminatory aspects of his religion.”

DSS takes out procession

Tumkur: Members of the Tumkur district unit of the Karnataka Dalit Sangharsh Samiti (DSS) took out a “drum beat protest procession” from the Town Hall to the Zilla Panchayat office on Thursday demanding action against the Block Education Officer for allegedly harassing the Head Master of the Government Higher Primary School here.

Charge

District president of DSS P.N. Ramaiah said that K.M. Narasimhamurthy, Head Master of the Government Higher Primary School at K.R. Extension, a Dalit, is being harassed allegedly by the Block Education Officer.

Mr. Ramaiah said that earlier some teachers in the school had provoked students by telling them that the assistant master Balachandra was transferred because of the head master.

The teachers also instigated the students to stage a protest against the head master, he added. The students staged a protest during which windowpanes were damaged.

But this incident took place when the head master was on leave. When he returned to the school, he reported the incident to the Block Education Officer and recommended action against those who damaged the windowpanes, he said. But the Block Education Officer instead of taking action against those who provoked the students, has held the head master responsible for the incident, he said.

Mr. Ramaiah urged the officials concerned to take action against the Block Education Officer. A memorandum was submitted to Deputy Secretary (Administration) of the Zilla Panchayat, Yalakkigowda.

Bangalore, 28 June 2010: Karnataka's leading intellectuals and writers, including Prof U R Ananthmurthy and Girish Karnad, have come down heavily on the state government over the proposed anti-cow slaughter Bill and threatened of a sate-wide agitation against if the ''anti-poor, anti-farmer and anti-democratic'' legislation was not revoked. The Jnanapeetha Award winning writers joined a host of other luminaries in lending their support against the ''ill-motivated'' Bill at a mass public rally held at Shivaji Nagar, in Bangalore on Monday. Launching a scathing attack on the BJP government Prof Ananthmurthy said the Bill was communally motivated and brought to the floor of the Houses in order to make criminals out of ordinary Christians and Muslims. Dumping a copy of the proposed bill in the dustbin to mark his protest, he said that people who eat beef too have humanity unlike members in the BJP led state government who are planning to cut down the staple diet of community. ''The farmers would face difficulties in taking care of cattle after they stop milking. If the bill is implemented such cattle would have no takers and it would cause a great imbalance,'' he said. Insisting that the proposed Bill was not only detrimental to Muslims, Prof Ananthamurthy said the lives of ordinary farmers will also be hugely affected by the move and they will be frightened to take up the rearing of cattle, leading to shortage of milk. Expressing concern that the move would spark caste struggle, he said, cutting across religious lines people should oppose the Bill which was an interferance in the dietary habits of crores of people. Mr Karnad said the BJP government was operating with Hindutva agenda and backward and minority communities are in danger at this point of time.The BJP is not talking about protecting cattle out of compassion but it is rather part of a hidden agenda, he said. JDS spokesman and MLC YSV Dattha said his party would not allow tabling of the Bill in the Upper House, although it has secured the nod of the Lower House. Raitha Sangha president KS Puttannaiah ridiculed the government saying, the farmers in the state will have to tie their cattle inside Vidhana Saudha if the anti-cow slaughter Act comes into force. Samatha Sainik Dal chief M Venkataswami dared the government to implement the Act and warned the chief minister that the Dalits, backward castes, Muslims, Christians, farmers and writers have forged a unified front against the draconian measure. Voicing his concern over the proposed Act, Devanooru Mahadeva, Dalit leader and writer, urged the Governor to send the copy of the Bill to the President of India seeking her intervention. Former MLA and the president of Anti slaughter movement AK Subbaiah presided over the meeting, which was attended by people from all walks of life and representatives of various pro-people organisations. including Samatha Sainika Dal and Karnataka Komu Soharda Vedike. Those who addressed the meeting warned the state government of carrying out a massive agitation throughout the state, if the bill was not withdrawn. 29 children rescued from illegal confinement

Mangalore: A group of Dalits and Christians staged a protest against Women and Child Welfare Department in front of a hostel named balakara Mandira in Bondel here, on Wednesday. According to the protesters, 29 children aged between 6 and 15 were forcibly kept in illegal confinement for many days claiming their protection and education.

All the children including one girl identified as Chandana (11) were from different places of the State, including Tumkur, Halebid, Hassan and Chikmagalur. Seven of them were also from Patna in Bihar. All of them were brought to the hostel last Saturday after a raid carried out by a team led by Child Welfare Committee Chairperson Asha Nayak on a “congested” hall in Pakshikere near Haleyangady.

Asha Nayak claimed that the children along with around ten other people, including the family which looked after the children were kept in a hall, measuring around 250 sq. ft., which had only one bathroom and a toilet for all of them.

Nayak had said that while interrogating the man in charge of the so-called hostel, he said that they were brought here for education. When asked for documents showing parental consent for allowing the children to be under his care, or financial records, the man claimed that they were with the chartered accountant, she added.

On Tuesday, the department had asked the parents of all the children to be present at the remand home but did not hand over the children to them as they did not bring relevant documents to prove that they are indeed the parents.

Asha Nayak alleged that the Christian Guru K J Joy, his wife Elizabeth, and their children Joel and Jobi had kept the 29 children under illegal confinement. She claimed that the children were also being forced to convert their religion. Asha Nayaka asserted that Chandana had complained about Joy molesting her, which provoked the locals, who thrashed him. Later police took him into custody for interrogation.

However while confronting the media on Wednesday, the eleven year old girl changed her statement and asserted that she was neither molested nor was ill treated by Joy. She added that she was compelled to say such things against Joy.

Christian Federation of India, Dalita Sangharsha Samiti and KMN staged a demonstration for over an hour condemning the raid and demanding justice to Joy. A leader of Christian Federation of India, Prashant Jattan averred that the incident was a conspiracy against committed social workers. He stated that the girl has disclosed the truth and Joy has been proven innocent. DSS leader Keshav was also present.

K J Joy refused the allegations against him and his family and said that he was running just a children's hostel for children below the age of 15, so that he could provide them with education. He also claimed that he received financial support for the cause from foreign countries. However, he couldn't produce any documents to support his claims.

The area at and around Bommanahalli junction witnessed a few tensed moments when the Dalit Sangharsha Samithi (DSS) staged a snap stir demanding stern action against Madivala police station inspector Purushottam.

The sudden death of a DSS leader, Sampangi (52), allegedly due to suicide sparked off the protest. The protesters claimed that torture by police officer Purushottam forced Sampangi take the extreme step. He was found hanging from a ceiling fan inside the Ambedkar Samudaya Bhavan at Bommanahalli on Friday night. Things took a different turn after a suicide note was found in the Bhavan. Sampangi wrote: "Purushottam is a useless police officer. He is harassing and exploiting Dalits. He doesn't have respect for the Constitution of this country. Hence, dalits should be cautious about him." Sampangi's son Anand had recently eloped with Ramya, a relative of corporator Manjunath Reddy. Ramya's parents had lodged a complaint with Madivala police on March 10. The police registered a case and frequently summoned Sampangi to the station and allegedly harassed him. He decided to end his life as he was unable to bear the mental torture, alleged the protesters. DCP (South East) B N S Reddy said stern action will be taken against the guilty after an inquiry. The protest led to traffic jam in the area for some time.

Man kills self after alleged abuse by officials

BANGALORE: Tension prevailed at Bommanahalli, near Electronics City on Saturday morning after a 53-year-old man committed suicide alleging harassment by a local corporator and police officials.

The deceased, BT Sampangi, was found hanging from the ceiling of his office on Service Road, Bommanahalli, on Saturday morning. Members of the Dalit Sangharsha Samiti (DSS) blocked Hosur Road and demanded stern action against the accused policemen and the corporator.

Before police could reach the spot, the protesters recovered the suicide note in which Sampangi reportedly mentioned the name of a Madiwala police inspector, accusing him of torture. Police officials are investigating whether the suicide note was really written by Sampangi or not. "The protesters removed the suicide note and were distributing photocopies. So first, we have to look into the truth behind the suicide note," a senior police official said.

South East DCP BNS Reddy said that Ananth Kumar, Sampangi's younger son, had eloped with a minor girl on March 9. "A kidnap case was booked against Ananth Kumar on March 10 in Madiwala police station. Investigating officials used to interrogate Sampangi and his elder son on a daily basis," Reddy said.

Meanwhile, Sampangi was summoned to the station on Friday and questioned till late evening.

"A departmental enquiry will be conducted and if found guilty, legal action will be taken against the police official concerned and the corporator," he said.

According to police, Sampangi was depressed after his son eloped. Since he was a local DSS leader and active in social services, he felt humiliated.

Later, senior police officials including additional commissioner of police (law and order) Sunil Kumar rushed to the spot and pacified the agitators.

Bangalore: Karnataka Dalit Sangharsh Samiti (Ambedkar Vada) is celebrating the 184th birth anniversary of Mahatma Jyotiba Phule, the 19th Century reformer, with a State-level convention at Gulbarga on February 19 and 20. Speaking to presspersons here on Monday, DSS leader Mavalli Shankar said the convention, besides deliberating on the works of Phule and its relevance today, will also frame a blueprint for action against the “anti-people policies” of the State and Central governments.
